A tutor is probably the best way and is mostly how I learned, though Duolingo is quite good.

You won't find any shops stocking it (could be wrong).

You could buy the 2019 version, I can't imagine it's changed that much.

I'd also recommend this for learning legislation, I found it a bit better for revision, although the handbook for Policing Students was really useful as well.

The long flat ones are best IMO - still easy to use in the dark or in any gloves. I've got one of these which has lasted me forever, and then keep a couple of little ones around my person just in case. Keep it on a retractable zippy thing, I have it on one of these. Obvious H&S aspect, keep it kinda hidden or the key itself in a pocket so that a crim can't easily pull out your own cable on you.

Modern police cars are not really modified very much, except for fitment of lights, sirens, comms, black box etc. The standard vehicles are perfectly competent as they are nowadays.

There is a history of police vehicles having been modified, such as with uprated brakes on Met ARV's, or uprated rear suspension on motorway cars, even uprated carbs, gasflowed heads and camshafts going way back.

Ant Anstead's book Cops and Robbers: The Story of the British Police Car is full of the information you're looking for.

I can't really help you on specific courses, though if it's your confidence causing you to under perform then maybe just the act of going to one will improve you.

If you've failed the Westshire scenarios twice then it's not likely knowledge of the process but some specific stumbling point that you're hitting - did the forces give any feedback as to what you're failing on?

More generally, I used this book and it really helped me around the time of my joining. It's a great little study aid for less than a tenner on Kindle.
