I'm mainly echoing some things that other people have said but here's my two cents,
Can you use your thumb very well? You could consider investing in an MMO mouse like someone else suggested.
Also, if you have at least some use of your left hand to hit keys, like say, for example, you can hit 1, 2, and 3, but not 4, 5, and 6, you can consider getting one of those gaming foot pedals, and use the pedal as modifier keys so you can do say, like, 1 as a key by itself, left side of the pedal and 1, right side of the pedal and 1, and so on.
Another option which again, depends on your hands, is one of those ergonomic gamepads. You might find it easier to use one of these because of how the keys are spaced and curved inward than a traditional keyboard.
Again, I don't know your exact situation, but those are some recommendations as far as some hardware goes, which take varying degrees of monetary investment (but can be translated to other games, too!)
As far as your initial question involving Voiceattack, I don't know how Jagex's bot detection software works (obviously) but the general rule they put out is one input = 1 output, so if the program only does 1 thing per thing you tell it to do, like for example, if you tell it to use your 1 key, and it only presses that key once, then you should be good to go. However if it's set to hit 1, 2, and 3 in order when you only give it one command, then that's a no-go. But I personally would try to reach out to Jagex and get some sort of feedback from them first. That way if you somehow get banned or something, you're already out ahead of it and would probably have no issues getting your account back. Hypothetically speaking, though I'd think that this hypothetical is pretty out there anyway as long as the program is used within the one input = 1 output rule.
^ Also don't take my word to be gospel on this, I strongly strongly recommend getting official word from a Jagex rep before trying anything with any sort of program like that if you value your account

This book was written to help newcomers understand Runescape a little better. Obviously this book is very much outdated and the information in the book is not accurate anymore. The purpose of posting this book is to show players how much the game has changed from 1998 until now.
As some players have pointed out in my previous post, this book is still available on Amazon. If you have enjoyed this nostalgia read, I highly recommend purchasing this history book!
Runescape has been apart of our lives as well as millions others around the world. From 1998 until now, the game has taken many changes. Some of these changes players enjoyed, and some have made players very upset. Regardless, Runescape is a great game that has influenced all of our lives. The fact that the game is still going strong is proof of our love and devotion to the game, as well as Jagex. Lets make sure our community stays strong. When you see a player struggling with anything, help them out.

Anything with a dedicated nvidia graphics card will run nxt pretty dang well, I currently have a laptop with a 630m from 4 years ago and I get about 70fps on medium settings, but it overheats so I cap my fps to about 27 with rivatuner statistics server
That 630m is from 4 years ago though, most modern gaming laptops will have a 930m+, any of those should do really well. The 960m is kind of the standard laptop gpu at the moment for medium-high end laptops. For 400 you should be able to atleast get a 940m or a 950m.
Other than the gpu, just make sure it's atleast an i3 processor, like 4-8 gigs of ram minimum, and a 7200rpm or ssd-type hard drive for faster startup speeds

It is still double the budget, but it is something that might give some decent chance of better performance low budget laptops coming out next year (though at price of 600 USD, there are better options available right now).

It's actually a medium sized mouse so if you have, I guess, average sized hands then here is a good option. This mouse glows up on the logo and on the sides, but if you want to make it change to different colors or have a pulse effect, then you have to download the Logitech program thingy. There are no rubber parts on the mouse, so it is actually quite easy to keep clean. The design is also very neat. You can also customize your DPI if you have downloaded the program, which is actually very useful if you want to keep the same DPI that you are used to with your previous mice. I bought it around 6 months ago after my Razor Deathadder's buttons broke down, and it is still going strong. Currently, it is only $40 on Amazon.

The answer is yes. I had to look up relevant hardware comparisons, to what I've tried in the past during the NXT closed betas. It will easily run minimum, and medium at 60fps I'm sure. The i5-7200U (gross. >.>) in that laptop far outstrips my old Core2 Quad Q6600, so that's good. The GeForce 940MX in it wipes the floor with my GT 9600, too - which retained 50fps on high.

Edit: I just want to say, please keep the laptop off any soft surfaces like carpet or a blanket whilst playing RuneScape. Also, be sure to keep vSync on at all times. Laptops are prone to overheating to begin with, so you don't need RuneScape turning it into your own personal frying pan.

So, Bing, as a search engine, is pretty desperate in attracting people to use their service. With Google as their major competitor, they have resorted to actually paying people to use their search engine. Everyday (sometimes twice a day) the Bing Rewards site updates and allows you to earn up to about 27 points on a regular day (that translates to about 27 cents). Might not sound like much, but if you own two Bing Rewards accounts and couple them with Pogocheats (does the searches for you), and do your searches everyday (literally 5 clicks a day and AFK), you can earn enough points to order two $5 Amazon cards which is just enough to supplement any Runescape addiction!
You should always buy the $5 Amazon card, not the $3. The $3 comes faster but it is not worth the points spent.

It's wired with a braided cable. 5 extra buttons on top and 5 along the side. I also liked that the buttons weren't in the way, and aesthetically blend in better than a random keypad some mice sport. You can customize every button, dpi, and the LED colors; it really is a great mouse. It was some random no name company but it's got a good metal build and I've been super pleased.
I just remembered, they send a disc for the software but I don't have a disc drive on my computer, but I just emailed them and they sent me a link to just download it direct.
They made like 200 Shine 4 TKLs for the world, obviously not enough. But when people started loving the shorter keyboards they had already changed their focus from this keyboard, some of their newer keyboards come in those designs.

Something that would have an dedicated GPU. Think you can look at some Asus models around 600-800 price range, you should get atleast 2GB GPU. Also make sure it has atleast SSD, not worth settling for less for that price tag. And personally i would recommend that it should have atleast i5 CPU. I wouldnt recommend taking any ryzens - they overheat too much. For example something modern, light and decent spec (i bought something similiar for my mother-in-law who loves to play age of mythology/empires and honestly it is far better than a $1200 HP Envy):

It's a bit more, but you get a lot more headroom, and can run smooth 60fps most of the time. I was getting solid 60s constantly- albeit running min settings because I preferred it. Mid max settings ran smooth too.
You'll also benefit a lot from the ssd for load times etc.
The laptop was 550 when I got it, but is still best in price range right now.

It's over your budget, but comes prebuilt at a great price (sum of the parts is more than the computer), and runs most games comfortably at 1080p high detail.
In order to play relatively new games on a laptop you're going to need a laptop with an integrated graphics card (GPU). Unfortunately, gaming laptops in the price range you are looking for are pretty unheard of due to the extra cost of the graphics card.
This is the cheapest I could find with a decent graphics card, although its slightly out of your price range, it's a very good laptop for the price.

Your other option would be to wait for Nvidia's MX150 cards to be more widely available, the MX150 is quite a bit faster than the 940MX, however its in a similar pricing segment of machines.

Your other option would be to try finding a used laptop online (like off of Craigslist), you can get a significant discount by buying gently used instead of brand new.

This is the mouse and the angled buttons make it super easy to use. The software for it can be a little wonky but it still works great.
You're very limited with what you can get for that budget. Laptops are more expensive than desktops. To get a laptop equal in performance to a desktop, you have to spend at least twice more.
You're likely going to have to settle for a laptop with an integrated graphics chip instead. Finding a capable laptop that has both a decent processor and a dedicated GPU is going to be really tough unless a miracle happens and it goes on sale.
Increasing your budget by $100 would put you in reach of a dedicated GPU. Is that not possible?

The only issue with this is storage. It only has a 256GB SSD. While SSD's are faster than traditional hard drives, you won't have as much storage. I believe you can buy external storage devices, though.

The problem is integrated graphics. I'm not sure how good the Intel HD 5500 is when it comes to running NXT but upping the GPU may not be possible for your budget. Looking around, this combo seems to be generally what your money can buy.

Can always get him a RS Gamecard from the store which will give them membership.
He/she might get a kick out of this. It's completely dated and not useful, but its kind of a nostalgia thing and something to flip through and laugh at. He/she'd be entertained.

Anything with a dedicated gfx card will destroy that thing, this one would perform 2x better easily, it also has an SSD and runs at 1080p. It's more expensive but is much higher performance per dollar.
