Yes, this is one of the best aspects of SS bikes to me. The biggest issue is the design of your dropouts. Also, a half-link will be your best friend in regards to dialing in your chain tension.
That said, if you have a full suspension bike you will need a tensioner to combat chain growth through your travel, unless you have a concentric bottom bracket or unified rear triangle.
As others noted, there's no reason for your shoes or socks to touch the chain - so that's just a technique and control issue you need to work on.
However, chainguards are very helpful and don't typically require bolt holes etc., on the frame. However, some require you to remove the bottom bracket, which requires specialist tools and 20 minutes. e.g. this from Velo Orange is pretty smart.
Only a chainguard will protect pant/trouser legs though, short of rolling them up, tucking in socks (ruins socks), or getting clips - I like this style.

Depends on how long you're riding. I'd avoid clipless for quick jaunts or non serious rides. For serious 1+ hour riding, clipless is great.

For winter (in montana) I just pick up a beater bike, convert to single speed, and throw some Schwalbe Marathon Winter - studded tires. Low PSI for ice and Pump them up to a high PSI when the roads are clear. Disc brakes, while nice during winter are pretty unnecessary for the speeds I'm traveling at on ice.

This is true but with a caveat: mtb levers will not work on bullhorns bc they can't get around the bend of the bars. If you do decide to go with pull levers you need to look for cyclocross levers, otherwise known asin-line levers. There are those out there that feel this unsafe because it functions differently than the typical set up but imo this is a totally acceptable route to go, and several single speed companies ship new bikes with these levers and I've often run then this way myself.
You may need shorter chainring bolts like these (first link I found - you can get cheaper ones) or some chainring bolt spacers. You'll also need to adjust the length of your chain with this but you can also borrow one from your lbs. It would not be a bad idea to get a new chain at the same time, but if you're on a budget don't sweat it.
