This may not be super helpful, but I absolutely LOVE my wireless bras from Anemone, and I think they would function well as a sports bra. I am not active enough to say so from experience, but even though they are super inexpensive, the material is nice and stretchy with very good snap-back (always return to their original size/shape when not worn, for me), and have padded inserts to hide the nips and round things out. They keep me supported all day, and never shift around on me through any kind of movement.
They are "one size fits all", but they stretch and shrink to accommodate a fairly large range of sizes. I am 28C (according to measurements, I have yet to try on a bra in my proper size - been wearing ill-fitting 34As forever), and they are the best-fitting and most comfortable bras I've ever had. They have a V-neck sort of plunge cut, not sure if that matters to you, and the straps can be worn straight or crossed. Here is a link to them on Amazon if you want to check them out: http://www.amazon.com/Anemone-Seamless-Padded-V-Neck-Cami/dp/B010CDGPMG?ie=UTF8&keywords=anemone&nodeID=1044960&qid=1465351820&ref_=sr_1_1&s=apparel&sr=1-1
P.S. Pay no mind to the giant boobies in the model photos. These are meant for smaller busts.
I have these and they work okay, they're some of the smaller ones I've found. I have tiny flat nipples, but these have a fair amount of "cone" to them so I think they would probably work okay for you.

To go any smaller than that you'll really need to make them yourself. Which is a fairly easy craft project if you're into that sort of thing.

I had the same problem when I was wearing 34A. Turns out I'm actually a 32C/D depending on brand and style. The band on the 32A probably feels too small because the cups are too small, but I bet if you measure yourself according to the recommendations at /r/ABraThatFits, you might find that you're a smaller band size and larger cup size than you think.
My favorite strapless bra, which was recommended by ABTF, is Felina's Bra of the Year. The smallest band size it comes in is 32, so if you find out that you're truly a 32 or 34, you could wear this.

For sure. Our culture is one of "DD boobs are porn star boobs, full stop." But a 28DD is a lot different than a 38DD (and even a 38DD isn't big, really). Here's a picture of a lady who wears a 34DD, and she's pretty small, in the scheme of things. Here's a cool chart that gives breast volume by bra size. The letter doesn't mean a whole lot by itself; it just tells you what the difference is between your bust and your underbust.
A quick way to figure out your bra size: measure the circumference of your rib cage (right under your boobs), then measure the circumference of your bust at its fullest point. Then subtract the smaller number from the bigger number. The difference is used to figure out the cup size: 1" = A, 2" = B, 3" = C, 4" = D, 5" = DD, etc. Then slap that letter in front of your rib cage measurement, and you've got your bra size.
For example: my rib cage measures about 28", and my bust at its fullest point measures about 33". 33 - 28 = 5, which corresponds to DD. So I'm a 28DD.
Anyways, I totally understand being skeptical. It was a radical shift in the way I thought about breasts and bras. If you've got a few spare dollars, Nordstrom, Amazon, and Zappos all have free shipping both ways, if you'd prefer to try bras out in the privacy of your home.
I hope you don't mind my presumptuousness, but ladies in our size range often have shallow breasts. Here's some bras that usually work for shallow boobs (and come in a 30C):
Those Betsey Johnson bras can be found on Nordstrom, Amazon, and Zappos, so one might have a cheaper price than the others.
I recently bought a swimsuit with a high neck bikini top. Something to this effect: https://www.amazon.com/gp/aw/d/B072MBCYR6/ref=mp_s_a_1_56?ie=UTF8&qid=1521592953&sr=8-56&pi=AC_SX236_SY340_QL65&keywords=high+neck+bikini
I love it!!
Oh, and I just LOVE these—they give you cleavage without padding—and no bra! https://www.amazon.com/NippleCovers-Silicone-Nippleless-Reusable-Adhesive/dp/B07MQZXXNB/ref=mp_s_a_1_10?keywords=nipple+covers&qid=1568486010&sprefix=nipple+&sr=8-10

These are all I wear now.
Cotton spandex with an elastic band.
Some shades are on sale for cheaper on Amazon (I see a rose shade for $11). I have a 28 inch band but wear their medium for comfort across my back. You can try on sizes in Macy's.
