It has been widely reported on. You're also commenting on an article that spelled it out in the article.
"In the Elon Musk biography by Ashlee Vance, it was revealed that Musk and Larry Page, the head of Alphabet (Google’s parent company), had a deal for the latter to purchase Tesla:
In the first week of March 2013, Musk reached out to Page, say the two people familiar with the talks. By that point, so many customers were deferring orders that Musk had quietly shut down Tesla’s factory. Considering his straits, Musk drove a hard bargain. He proposed that Google buy Tesla outright — with a healthy premium, the company would have cost about $6 billion at the time — and pony up another $5 billion in capital for factory expansions. He also wanted guarantees that Google wouldn’t break up or shut down his company before it produced a third-generation electric car aimed at the mainstream auto market. He insisted that Page let him run a Google-owned Tesla for eight years, or until it began pumping out such a car. Page accepted the overall proposal and shook on the deal.
It was during a brief difficult time for Tesla to ramp up Model S production and deliver cars to customers, but things turned for the better and Musk reportedly dropped the deal."
Net change in cash is not "cash flow," though your first two figures understate cash flow as measured by free cash flow, which makes Tesla look worse than reality. Your last figure (annual) overstates cash flow as measured by free cash flow. This is a point of confusion all over this sub.
There are many measures of cash flow, but no one, and I mean no one, uses that term to describe the net change in cash on the balance sheet from quarter to quarter.
Check back in Q1, when the change in net working capital becomes a use of cash rather than a source of cash. In the meantime, spending $8 on a used copy of this book would be a great idea.

I've got a Dyson Ball vacuum ($300 new) but always use this $30 Eureka vacuum instead:
https://www.amazon.com/gp/product/B075P7J8BB
Since it's so light (4 lbs, 1.8kg) I use it regularly.
The Dyson is 15lbs(6.8kg) and a hassle to use. Turns out the heavy weight is why I rarely vacuumed.
Have you read Ammous book? It explains the solved problems much better than I can. I think in first world countries its usefulness is a lot less obvious at the moment than in struggling economies.
And in fact, I had that opinion years ago but now fully switched. I think Blockchain became a vague term that means little and will deliver nothing. "Blockchain, not Bitcoin" became "Bitcoin, not Blockchain".

I distinctly remember hearing some of them mentioned before but I can't remember the title right now. There's "Too Big to Fail" but afaik that's more about Wallstreet in general.
There's this one but I can't tell you how popular it is.
CNN article from 1999; took a quick scan. I suggest you read this if you haven't: https://www.amazon.com/Intelligent-Investor-Definitive-Investing-Essentials/dp/0060555661
Keep in mind predicting the future is impossible, technology is advancing, and EVs are the future. You deleting that troll account of yours anytime soon? Or still trying to drag human progress down with any negative fluff you can muster?
As a TSLA long, I'd prefer they deleverage to $0 debt and outlive every other automaker that dies in the next recession. I'll wait. Dude needs a light.
