Depends on the headphones he goes with as well as the mic. The mixamp is fairly expensive, but you can pick them up used on ebay pretty regularly. My personal cans that I use on my pc and xbox are Audio Technica ATH-AD700x(115$) and an Antlion Modmic 4.0 (55$).
I can use them on both of my setups, they sound amazing, and they are built much much better than any "gaming" headset out there.
However if he wanted to go cheap he could pick up a set of superlux hd668b for 40$ on amazon, and a zalmen clip on mic for 8$. He would still wind up with better audio quality on both the mic and headphones with better build quality to boot.
The Mixamp can be picked up used for 40$ or new for around $70.
So for a used mixamp and the superlux zalman combo you are looking at $90 or less. For my setup you are looking at 225$ish.

Not sure how much it is in Euros, but check out these Astro’s A10. I used to have A40’s but got rid of them after I stopped playing COD years and years ago before I bought my PS4. IMO these Astro’s are great value.
HyperX Cloud 2 are a touch more expensive but I’ve heard it’s one of the best entry level headsets. Worth saving a couple extra Euros to get a great headset

Controller companion is awesome but don't use it to use a PS4 controller for The Division. It emulates a keyboard so there's no aim assist and the speed it moves the camera and stuff is insane. Like a 10,000 DPI mouse. lol
Use DS4Windows IF you play The Division from the couch. It emulates an Xbox controller. Plays just like your PS4 then.
Get a good Bluetooth dongle. I have one that works anywhere in the house and another that struggles at 10 feet with clear line of sight.

A few years ago I upgraded to the Logitech G710+ Mechanical Gaming Keyboard with Tactile High-Speed Keys and the SteelSeries Sensei Laser Gaming Mouse in hopes of getting better. Played a bunch of Battlefield 4 on it, was ok. But when I got BF4 on sale for the Xbox later... man it was seriously night and day how much better I was with a controller.
Funny thing is, I'm really good at World of Warcraft PvP with his keyboard mouse set up. But when you think about it, you have sticky target. You don't aim, all you have to do is move around. That helped me figure out what I can't get down in FPS, the combination of moving AND aiming!

If you're buying one, you can get a 1TB SSD for around $300, so that is pricey and I'm not sure who would spend that much money just for that. If the difference is enough then I may, but might opt for a 512GB for around $130.
But when you think of the people who may have older 256GB or 512GB that they've upgraded from that they could throw in the PS4 Pro or just purchase one for $70, it may make sense depending on how much of a boost you get, hence why I plan on doing some testing. Right now it's varying by a huge degree from what I've seen and some people are getting 20-50% faster load times on other games.
And while yes I would agree that 256GB is rather small, it's still enough to fit 5-10 games as long as people are willing to delete and re-download games they don't play as often.
I'm on business travel and am staying in a hotel for six weeks. Brought my XB1. I really miss my gaming monitor. It's been two weeks and I still cringe when I login every evening and see the game on the tv.
Highly recommend a gaming monitor. It looks better. And it's an easy gaming setup if you already have a computer desk. Mine was less than $200. I have it mounted on a dual arm ergotron. My computer got the bonus dual monitor.
Also, easier to be home and go play for a bit after work since you don't over the living room.

It's important to remember what you'll be using your PC for before picking out your peripherals.
For a mouse:
Any type of MMO or MOBA gaming? I recommend a Razer Naga (Razer hate stems from overpricing, they're still quality products), the Corsair Scimitar, or the Logitech G600. Mostly FPS? I recommend the Zowie FK1/FK2 (they seem to be hard to find these days, unfortunately), the Logitech G400s or the Razer Deathadder. I also recommend you check out this guide for more details on solid gaming mice.
Keyboards are a lot harder because even if I list features you'd need to know what type of resistance you'd want in your keys, when it comes to mechanical.
How much space do you have? Do you need a full size keyboard, a tenkeyless board (which just removes the numpad),or a 60% board. Do you want mechanical, which can make typing more comfortable but is more expensive? Then you'll need to check out some youtube videos if you can't find instore demos. Bestbuy should have a couple, but if not try this video. If you want the clacky noise then Blues are the way to go, but normally I'd recommend reds or browns.

I understand there's fallout of changing something without console input. But this game was originally designed for consoles and only later added PC support, there are just as many "PC players get screwed because of console" issues that haven't been addressed. Big issues like heavy "trust the client" gameplay opens up a plethora of cheats on PC that we still have to deal with because of absorbing console architecture. The UI itself in this game screams being made for console. Large text/icons, not really ideal for a mouse and very limited information on screen. I'd rather it have something like Diablo, Path of Exile where you can see your entire inventory at a glance, drag/drop items, sort/organize however you want. The god damn selection wheel for grenades/emotes/survival items it's 100% a pain in the dick for a mouse compared to a controller and that's still not fixed for PC players.
I don't expect there to be parity between console and PC. In the end, the biggest thing is that this is a shooter and mouse/keyboard is going to give you superior aim and precision over a controller any time of the day. That alone is going to effect your balance of the game and difficulty. There's even overall system performance. I don't know if it's just the frame rate, but I can play with a controller SO MUCH better on PC than I can on my PS4.
Issues with weapons like M1A, SVD, Vector are apparent on consoles as well. M1A w/ balanced is what the SVD is today but long range. Shotguns are a larger issue on consoles because of auto-aim and people abusing the quick scope either with timing or using macro controllers. So we get hit on PC with shotgun nerfs because of console abuse.
Sentry was a gross OP set that was above and beyond any other set at the time. 3x15% which was multiplicative with each other, giving 152% instead of 145% damage was already one issue, but having it attached to any weapon made it broken.
DeadEye was more or less aim sensitivity making it less ideal. It's not like players needed a PTS to test this out, but I guess the effects of the sensitivity not working as expected would have been caught before the last patch went live.
But I agree, builds like headshot sniper chains isn't something that's common place on consoles. They have their own meta that doesn't 100% mirror PC. But again, the big thing that drives those meta changes is the controller vs mouse as an input device.
If the best way to play was on a controller (e.g. Rocket League) then you don't see any sort of balance issues between PC/Console.
IMO, I still don't get why consoles haven't adopted a mouse/keyboard like Razer Turret that allows people to wirelessly play with a mouse/keyboard, from their lap, while sitting on their couch. The biggest thing I see from people who want to play on a controller, is that they want to be slouched back on a comfy couch and play the game. Otherwise, consoles are going to have to accept the fact that aiming is more difficult and thus content is going to be more challenging on consoles.

Must say that they're fantastic. Only issue is I have big dopey ears so while they're over the ear instead of on-ear, they still touch my ears which get sore after a few hours of gameplay. Mic is amazing though and the settings are fantastic. The bass in the headphones is fantastic too.

Nice find and good call out. Looks like there's two sellers of Steam Gift Digital Download Keys for $6.33 and $8.32 on ebay. Sellers have near 100% positive feedback too so I don't think it'll be a scam. Amazon has the digital key for consoles for $15. The power line adapters are great if you don't have a way or means to run Ethernet, but the signal is dirty. I'm my opinion, it is better than a repeated wireless signal.
I will say though, I once used the wireless repeats, to capture wifi, that was from a router also capturing wifi, and it worked great still.
