The Prusa i3 MK2 has a silent mode that will be just as quiet has a UM2. The UM3 is very silent though. Watch the whole video, but here is the part on the noise. Tom is a very trusted 3d printer reviewer and even says that you get Ultimaker quality right out of the box from the Prusa i3 MK2. Remember that not all Prusa i3s are similar.
Honestly, if you are looking for quiet, just make an enclosure out of wood or plexiglass, then add these feet to the bottom points of the printer. I have this setup on my home printer and it is silent (way more quiet than my Ultimaker 2 and 3). You could even add sound damping insulation if you want it to be dead silent. The enclosure will also help with bed adhesion and allow for easier printing of Nylon.
edit: Overall, the footprint of the Prusa will be larger though. You also will not have dual extrusion, or printing over wifi capabilities. So the Ultimaker 3 has some significant advantages.
Make a pro and con list, then see what is best for you.
Ultimaker3 ($3500): Pro - Smaller with similar build volume, quieter out of the box, remote printing from computer, webcam, dual extrusion
Prusa i3 MK2: Pro - Cheaper ($800), larger build volume, more nozzle choices, upgrades can improve many aspects.
It comes down to those I believe.

Used this one myself. A bit quieter than stock and still keeps things nice and cool.
If you can wait, it's about $1 shipped directly from china. I bought this to get it next day and I've got one still on the way from china as a backup.
Depending on how handy you are, a heat source (lighter/torch) and compressed air might unclog that one. Maybe a wire brush if it there is a lot. I also used something like this, https://www.amazon.com/Carburetors-Cleaner-Cleaning-Needles-Chainsaw/dp/B07D8LZ2PG/ but it was a lot older. Probably not recommended, but if it's not working now, what's the worst you can do?
