The Lenovo Mirage will do it. Currently $123 at Amazon. The VR180 creator app will even process your image and spit out a wigglegram, but it will have some artifacts. I think you can split the image and process the shot yourself in photoshop and premiere to get a cleaner artifact free wigglegram.

Are you using some super old Vivitar flashes? Do they work on other cameras?
oh my god I can't decide on a flash. I found this and this but they're both rather expensive.
Ideally I'd want a small flash with manual operation that can swivel and has a diffuser, for under $30. Doesn't exist it seems.
