Yes anything that supports usb C PD (power delivery) minimum 29 watts (45 watts officially) you can also have external monitors and ethernet over usb-c while charging.

Big thing you're looking for is usb PD support, power delivery. min 30 watt.

Bonus if you use the underpowered 30 watt charger it will reduce the strain on your battery (slower charge too) increasing long term life

I strongly recommend 30w Aukey usb-c charger as a travel companion. It is true that it is slightly underpowered (compared to 45w) but it is ridiculously compact(size of a lighter) and lightweight(50g).

It is rated 30w max but you gonna get 27w as XPS supports 9V x 3A and not 15v x 2A.

Seems like Anker has a model even more compact, but I haven't tested its compatibility with xps13

What is the exact make and model of your cable? Most cheap and many not so cheap cables and docking stations will only support UHD at 30 Hz. I have an Anker USB-C to HDMI Adapter that works fine with my 9360: https://www.amazon.de/dp/B01MYUCWOK/

Perfectly sized for a 13- or 14-inch laptop. Tried one of those cheap piece of shit "laptop mats" with the fans, and they're awful. Cutting board all the way.
