Your worst case scenario is to put 2 remote zwave switches up in the ceiling fan. This will require bypassing the remote module in the fan, and wiring the lights driectly to one of these zwave switches. Secondly, You would remove the wall switch as it won't help this setup (wire it straight through and put a cover on the box.) And finally, you would still have to use the original remote to control fan speed. Maybe put a zwave scene controller panel over the unused wall switch box.
If you open the wall switch box and you find that 14-3 wire was run between the switch and fan, then your options just got alot better. You could expand the box to be 2 gangs, Put in a zwave switch for the lights, zwave fan controller, and send the power down that the black wire, and the other the red. You'll still have to bypass the fan's remote control module, but now for the fan and the lights as the zwave in wall fan controller will handle the speed.
Do you have a dimmer instead of a switch? The difference is important.
I use this for my florescent lights. It clicks when you turn on or off the light. https://www.amazon.com/gp/product/B0035YUOWC/ref=oh_aui_search_detailpage?ie=UTF8&psc=1
I use this for other dimmable lights. The light (and assume the power to the bulb) ramps up to full power.
https://www.amazon.com/gp/product/B00E1OVFAK/ref=oh_aui_search_detailpage?ie=UTF8&psc=1
Have you tried replacing the bulb? Is your garage cold? Cold effects these bulbs pretty drastically. When it's cold (<30°) mine only operate at about half the brightness for a few minutes.
You can replace the outlet completely if you are OK with doing basic electrical work. This GE Z-Wave top plug-in is a smart outlet and the bottom a normal plug.

Yes, I have this one and am happy with it.
https://www.amazon.com/gp/aw/d/B013KZRTTG/
Might be able to find it elsewhere cheaper.
Try getting a plug in relay or just a plugin outlet.
This one is excellent: Dual Z-Wave Plug w/Built-In Repeater | Control 2 Outlets Individually w/1 Module | Zwave Switch (Appliance & Light) w/a Z-Wave Range Extender | SmartThings, Wink Compatible | Inovelli https://www.amazon.com/dp/B01K6J1Y1I/ref=cm_sw_r_cp_api_iduWzb776EHDN
Link it up to SmartThings inside first then take it out to the coop and plug it in. Hopefully it will pickup the signal and work from there.
You could always wire the Heater/Fan/Light with some of the Aeotec devices: http://amzn.com/B00FL06EZ4 and then put something like the Enerwave controller in the double-gang. http://amzn.com/B00RY4LP5Y
Bonus: You'd get 4 more controls/scenes in the same location.

Check out this guy. I use 8 of them in my barndominium to control the head units of my mini-split system in each room. Works great. Takes a little time to figure out how to program them for your specific units but once it's up and running, everything works well.
This outlet has a zwave switched receptacle and always on receptacle:
https://www.amazon.com/Enerwave-Z-Wave-Wireless-Resistant-Receptacles/dp/B013RYRP8U
The switched receptacle looks like it provides energy usage.
It's definitely a switch and not a dimmer (specifically this one https://www.amazon.com/dp/B0035YRCR2/ref=cm_sw_r_cp_apa_JjFwybQJGCRY8), leaving the light in didn't help, and the light works (comes on instantly) since I put the original switch back in place.
Monoprice USB Extender over CAT5E or CAT6 Connection up to 150ft https://www.amazon.com/dp/B003L14ZTC/ref=cm_sw_r_cp_api_i_ZxwcBb3X14395
Why do you restart HA so frequently?
this one looks quite interesting. I'm making the assumption that after installing this, I could configure one button to open 1 garage, and another to open the 2nd? https://www.amazon.com/dp/B01BKWG9XS/ref=psdc_7459508011_t2_B00GL6B4GG
If a buy a bunch of GE branded Z-Wave switches, such as this one (I need the small switch style) : https://www.amazon.com/dp/B06VYCFXT4/
And I buy a Z-Wave hub, like the Samsung here: https://www.amazon.com/dp/B010NZV0GE/
Will I need to have TWO android apps on my phone?
Maybe. I have used these, and they support 2 switches, but only if your controller supports 2 switches on the same device. My 2Gig alarm panel does not, so I can only use it for one switch.

They also have a newer nano dimmer
+1 for GE's z-wave switches if you have or are getting a z-wave compatible hub to run them. You need one "control" switch for each light circuit and one or more add-on switches for the other spots that control the same light. Here's a dimmer set and an on/off only set, which both contain one control switch and one add-on switch. These individual switches can also each be found separately online to purchase individually for your circuit that needs 3 switches, and sometimes they're cheaper individually but should work the same.
Use this one: https://smile.amazon.com/Leviton-DZPA1-2BW-Decora-Outlet-Technology/dp/B01NAO4B9Z/ref=sr_1_1?ie=UTF8&qid=1512011048&sr=8-1&keywords=leviton+zwave+plug
