Your worst case scenario is to put 2 remote zwave switches up in the ceiling fan. This will require bypassing the remote module in the fan, and wiring the lights driectly to one of these zwave switches. Secondly, You would remove the wall switch as it won't help this setup (wire it straight through and put a cover on the box.) And finally, you would still have to use the original remote to control fan speed. Maybe put a zwave scene controller panel over the unused wall switch box.

If you open the wall switch box and you find that 14-3 wire was run between the switch and fan, then your options just got alot better. You could expand the box to be 2 gangs, Put in a zwave switch for the lights, zwave fan controller, and send the power down that the black wire, and the other the red. You'll still have to bypass the fan's remote control module, but now for the fan and the lights as the zwave in wall fan controller will handle the speed.

Do you have a dimmer instead of a switch? The difference is important.

Have you tried replacing the bulb? Is your garage cold? Cold effects these bulbs pretty drastically. When it's cold (<30°) mine only operate at about half the brightness for a few minutes.

You can replace the outlet completely if you are OK with doing basic electrical work. This GE Z-Wave top plug-in is a smart outlet and the bottom a normal plug.

Try getting a plug in relay or just a plugin outlet.

Link it up to SmartThings inside first then take it out to the coop and plug it in. Hopefully it will pickup the signal and work from there.

Check out this guy. I use 8 of them in my barndominium to control the head units of my mini-split system in each room. Works great. Takes a little time to figure out how to program them for your specific units but once it's up and running, everything works well.

It's definitely a switch and not a dimmer (specifically this one https://www.amazon.com/dp/B0035YRCR2/ref=cm_sw_r_cp_apa_JjFwybQJGCRY8), leaving the light in didn't help, and the light works (comes on instantly) since I put the original switch back in place.

Maybe. I have used these, and they support 2 switches, but only if your controller supports 2 switches on the same device. My 2Gig alarm panel does not, so I can only use it for one switch.

+1 for GE's z-wave switches if you have or are getting a z-wave compatible hub to run them. You need one "control" switch for each light circuit and one or more add-on switches for the other spots that control the same light. Here's a dimmer set and an on/off only set, which both contain one control switch and one add-on switch. These individual switches can also each be found separately online to purchase individually for your circuit that needs 3 switches, and sometimes they're cheaper individually but should work the same.
