I too have a phobia of the sun, not because of a legit good reason like you have, but due to the fact that I am crazy. :) I'm almost 40 and have not had a sunburn since I was in middle school... and I go to the beach almost every year. Here's what I do. (besides apply copious amounts of sunscreen every hour..)
Coolibar is a great company with all manner of sun protection items you can wear, as well as sunshades and uv umbrellas. These clothes (most of them!) are cute and offer spf 50 for the life of the item. I have this in white and wear it all the time.
I'd get a cute parasol for the actual wedding. I have several and every time I carry one I get tons of compliments. I usually order them from Amazon. this one is pretty. Search for both "parasol" as well as "uv umbrella" to get the most options.

This isn't directly clothing-related, but definitely invest in a good umbrella. It rains a good deal there (not really heavy rains, just a kind of steady drizzle) and it also gets windy, so it definitely will put a cheap umbrella through the wringer really quickly. Something with a vent like this will help keep it from flipping inside out, plus it folds small enough to fit in a bag relatively unobtrusively. (I actually have had this umbrella for the past couple of months and I've had good luck so far.)

Actually, it is.
I don't think a water resistant sunscreen as amazingly resistant as Biore Perfect Milk is being "rinsed off" by the toner. I think the real reason why OP's method leaves her skin looking better is simply because the product containing the drying ingredient (alcohol) is being applied before the hydrating products (instead of afterwards when it would undo some of that hydration) and well-hydrated skin looks much better than dry/dehydrated skin.
/u/stbay1217, the best answer to your question is...I don't know.
Most sources, including the Skin Cancer Foundation recommend applying sunscreen after moisturizing, but there are also professionals that believe that applying it before is better. How sure are you that this method has been providing you with adequate sun protection? Unless you have access to a UV camera to see if your method provides adequate sun protection, it's probably pretty hard, if not impossible, to tell. You'd be better off consulting a dermatologist about this if you want to continue using your method, because as helpful as the internet can be, it's not a perfect substitute for a professional giving you personalized advice. If seeing a dermatologist is not an option for you, then find a sunscreen that you feel comfortable applying after moisturizing (or at least use additional sun protection such as a parasol or a wide-brimmed hat when outdoors).
The pagoda ones will work. And there are a ton of others. this is one of the ones I plan on picking up at some point. and this one comes in tons of colors. Lacey touches but still uv base. And for more functional than looks this one claims 95% uv protection in a little portable package :)

I daily carry a GORUCK GR1. I chose this pack because of how ridiculously overbuilt it is. Prior to getting the GR1, I carried less and I generally still couldn't go more than 6 months at best without ripping or destroying my packs. I also like that it doesn't have much built in organization. I prefer to create my own organizational system rather than use the one mandated by the pack. This is the primary reason I chose this over similar high quality options such as the Tom Bihn Synapse 25.
Also, I know there is a serious lack of cool hacking tools. Unfortunately I am currently in a more defensive than offensive cybersecurity position, so I don't really carry a lot of stuff around with me like I used to when I was red team.
On the front you can see that I have a Grimloc biner in case I need to attach anything to my pack. I also have a Gonex water bottle pouch and a large water bottle. On the back of the pack I have a pouch with my EDC Zebralight on the shoulder strap for easy access while wearing the ruck.
Opening the pack up, I have my tool pouch attached to the internal MOLLE webbing at the top as well as work gloves, a waterproof pack cover, rain coat, and umbrella. Additionally, I have a packing cube full of clothes. The packing cube isn't a usual part of my EDC, but I had the bag packed for an overnight trip so I thought I'd leave it in the picture to show what a few days worth of clothes looked like packed in the bag.
Under the flap on my admin pouch and inside the admin pouch you can see my primary toolkit. It's designed to have just about anything I would need for basic repairs throughout a day. I'm not handyman or anything, but I like to be able to solve just about any basic problem with just what is in the pouch. If I'm away from home or my car where I have more in-depth toolboxes, I can still solve most issues I run into.
There are two inner pockets. The mesh pocket has several micro USB and USB-C charging cords, an HDMI cable, cigarette lighter charging plug, and a wall charging plug. The top pocket, as well as the outer slant pocket are filled with assorted items that I want quick access to.
I have a Liteflex Swing, non telescoping umbrella that I really love. My wife has the telescoping model which is not as strong. It's been great in rain, snow, and marble size hail. I'd also look at Montbell umbrellas if I were buying again now.
I have the GG Vapor Trail that I bought in 2005, which was replaced by the Crown VC. I would DEFINITELY keep this pack near the top of my list if I was buying another pack. Super light and comfortable.

Colorado's weather is crazy! Last year we had floods up the rear! I couldn't leave the house without getting wet so I defiantly recommend a good sturdy umbrella like this one I defiantly could've used it!

Okay, I can't pick just one, so I present you the following. As you'll notice, all three are practical items, but that's because most people would/could use them all.
Most comfortable keyboard I've ever used.
Best remote control ever. Seriously, this thing is easy to program and can be customized any way you want. It's only limitation is the 5 device limit, but that's still enough for most (even me!). This is the model I have, but you may find another model by the same brand that better suits you.
This umbrella is not only head-turning cool, it's also really great quality that's above and beyond what you would expect from something that looks like a novelty. It's even cooler to me because I actually do Japanese swordsmenship, and the other members of our club/dojo are jealous.

After losing my umbrella to a wind gust I just Googled "strongest umbrellas" and got one off Amazon for $20. There were some more expensive ones, but this had stellar reviews and has held up very well through some strong wind. Just be aware there are different diameters, so make sure you don't get a tiny one (unless that's what you're going for) :)
I don't live in a big city with lots of wind or anything, but I bought a few of these in 2015 and have been pretty happy with them. They're cheap enough to where even if they did break at this point I'd feel I got my money worth.

I've been pretty happy with the Lifetek travel umbrella. Easily fits into bags as I usually keep mine in the water bottle pocket of a backpack. It's also stood up to some pretty crazy winds. They also have a 2 year warranty which they are good about honoring - I accidentally dropped the umbrella out of a third story window which cracked the handle (long story) and they replaced it, no questions asked.

I'm seeking sun umbrella recommendations. I had one on eBay I had been eyeing, but someone else pointed me towards this Van Gogh one with the reflective insides. The reviews don't have me convinced that I'll love it^plus ^I ^^think ^^it's ^^^ugly.

Chiming in as a Desert Search And Rescue volunteer, I find these umbrellas EXTREMELY useful. I started carrying a umbrella as part of my search and rescue pack earlier this year, responding to calls in temps of 100 - 110 F, and I'm using it ALL of the time. I use them both for my patients, and as well for other rescuers or bystanders who are well enough to keep hiking but need to keep out of the sun for a while.

Cost me $40 from Raindrops (within walking distance of UofT). Had it for about a year now, seems utterly immune to the wind (never inverted or come close). It's non-folding though (so you can't stow it away into a bag), and the handle gets chipped freakishly easily if you don't leave the plastic casing on it.
From what I gathered, a steel or fiberglass frame (not aluminum) and as few folds as you can tolerate (more folds means more compact, but also more points of possible failure) generally make for better umbrellas.
What brand was it? I have the larger Kikkerland samurai umbrella, and it's one of the best umbrellas I've ever owned. Solid construction and makes a satisfying "thunk" sound when it opens.

It doesn't rain all that much in Georgia, but when I'm anticipating it I carry an umbrella on me. Usually I just leave it in my car though. My brother gave me one of these for my birthday years ago and that's typically what I use. I don't care for umbrellas enough to spend money on a different one, and I kind of like this anyway - it's large enough to cover myself and my bag, pretty sturdy, and neat looking.

No matter what direction the rain is coming down, I can protect myself without impacting visibility. It's been a life saver at times when, with a solid umbrella and sideways rain, I wouldn't have been able to see in front of me as I walk.
Only complaint is that it creates a mini updraft inside the umbrella that blows my hair around if it's not pulled back.

I have seen rangers driving around, even on the minor roads, but doubt there are very regular patrols everywhere. The spots you mentioned are popular enough that you'll see people and shouldn't have to wait too long for help. It could take a while to get a tow truck out there though..

Most women here either carry their work shoes in their bag or leave them under their desk at work (that is what I do) and wear light walking shoes that are very breathable.
Put on deodorant before going to venture to my public trans stop.
I also am one of those weirdos that have a sun umbrella for the summer. There are ones on ebay from japan that are super cute. There is nothing worse than being in work clothes and the sun beating down on you. This keeps me less sweaty and slightly cooler.
I also keep a cute folding fan in my bag for summer because I have waited at metro stations when the AC is busted. It is awful.

Have you thought of just using strong umbrellas? However, as long as you accept that a cheaper umbrella is only good for one good go in an emergency, any overbuilt full size one for $20 or less (thicker metal stick part or heavy wood), preferably with a carrying sheath is a defensive weapon in a pinch.
Or better still yet one of the overbuilt collapsible golf type 56" or 58" vented canopy umbrellas that can pop out the overbuilt handle (wood or heavy duty hard plastic) without a need to pop open the canopy (not all can do this and most are NOT overbuilt). Some overbuilt ones almost equal a weak ass collapsible baton.
On the East Coast, there is a CHANCE of rain several days a week. So practical. And stuck in a handbag - no special attention. Plus little chance of serious damage being caused. And would be hard for the media to say cr-p about same.

Honestly, it's under $20, so it's not a travesty if you forget it on the train, and it looks plenty stylish with a suit. Also, wind resistant and will keep you dry.

Last week a bus driver alerted the police that a student had a rifle in a duffel bag, causing a complete 14,000+ student campus lock down and police to swarm the campus with automatic weaponry and shotguns.
