There's no way to tell you where this came from, but it almost definitely did not come from an arcade or something as a prize ticket. Because you could simply buy a roll of these instead of earning them. A raffle is more controlled because they're only selling a couple hundred tickets typically and therefore the numbers used will only fall into a narrow range.

Extra info: I found them earlier today, and the numbers were ranging from about 900220-900340. I would like to know if they are from an arcade, public transport, or other things and where so I can get more information about them at the site. I'm in Scottsdale if that helps for the location.
