I would personally go with a Wing Sung 601. I carry one every day although it's not my main pen, it starts up reliably when I need to use it. It does not require a converter or cartridge as it's a built in filling system. It's like having a Pilot CON 70 converter built in. Many other pens in this price range will be 10-20 dollars but then need to buy a converter as well to used bottled ink unless you syringe fill your cartridge.
