Its several years old now, but I remember reading a book "Above the Law" about how the RCMP where politicized during the Mulroney era. It might be hard to get a copy, but I recall it was very revealing.

Mulroney

Rod Stamler was the top RCMP officer in charge of investigating White Collar crimes in Canada. In the book Above The Law we can read of Stamler's investigations of Tory corruptions and graft and how they failed to be successfully prosecuted because of political interventions. Stamler explains how the RCMP commissioner, in, a political position appointed by the Prime Minister, had taken away the RCMP's ability to conduct a covert investigation of our politicians. Norman Inkster brought in rules that forbade the RCMP to investigate a politician without the approval of his superior - Brian Mulroney. And even when an investigation was authorized, the RCMP were not allowed to get search warrants on those politicians in question without giving the politicians 48 hours notice. By which time any incriminating evidence was gone from the files.

Stamler had a lead and was investigating Mulroney for accepting bribes from Karl Heinz Schriever and was chasing envelopes filled with $50,000 cash that he was supposedly giving to Mulroney.

Stamler had followed the money trail to a bank account Mulroney had in New York. Because he was dealing with banks in another country, he could not access the bank records without permission from the FBI. Stamler met with their agents and presented his evidence to them.

According to the book the FBI denied Stamler access to Mulroney's New York bank accounts stating that he didn't have enough evidence. The next day Brian Mulroney begun holding a series emergency meetings with the Americans and he dumped our Free Trade Agreement on us.
