I bought a cabinet fan that has a regular AC plug. This is the one. I guess it's not specifically a CPU fan, just a cabinet fan meant for any sort of small DIY projects.

The torch is a Bernzomatic Powercell w/ self-starting trigger meant for soldering and brazing. You can also order it from Amazon here.

Well, a star plate isn't that hard to make... Essentially I took this fan, took the back magnet off this flashlight I had laying around, surrounded it with Legos and voila! Works perfect, and I can spin up to around 2000ml of wort... Now, if you don't have a light already hanging around, then this kit is probably the way to go, As the home built is about the same price. I shopped around for my Erlenmeyer flask, and ended up finding a 2000ml for $20. So you're looking at about $60-80 to build a decent yeast starter system.

As for what you could make simple starters in for now... Well, I suppose that a large size mason jar would suffice, though I'd be leery about adding boiling wort to it. Another option could be a glass growler with a stopper. But, again I'd be worried about thermal shock with boiling wort, so you'd want to cool it before adding it to the growler.

Just plug it in and it works. The screws that come with it make it easy to adjust it up and down with an enclosure, and happened to fit perfectly inside of a tupperware box.
