This "Acer Aspire 1 A114-32-C1YA, 14" Full HD, Intel Celeron N4000, 4GB DDR4, 64GB eMMC, Office 365 Personal, Windows 10 Home in S Mode" is $249.99 at Amazon with prime shipping. You CAN'T upgrade the tiny SSD, and you CAN'T add a hard disk drive. But as a tablet-with-a-keyboard it is certainly inexpensive.
You should get yourself an Acer Aspire one A114-32, it does not get much cheaper and i guarantee it works well with linux and even gnome.
64gb of eMMC Storage, 4gb Ram and a celeron n4000 cpu.

Maybe something like this
$300 is a tight budget though.
I'm just looking at laptops on Amazon and it's nearly every one. There are a couple models which look like the same chassis used by Dell, Asus, HP, etc that do center the trackpad - so not all. I will say though, there are far more laptops with numeric keyboards than I thought. Regardless, I still don't believe it makes ergonomic sense to shift the track pad like that.
Just a quick click through and I found these that are off center.

Would you consider this just as good as the 15 inch one. Im on a budget and only want to send so much.
I just ordered this laptop because I wanted something cheap and Linux compatible.

If you cant stretch it something like the Acer Aspire 1 would be the next thing to look at, just know that its processor is weaker than the Aspire 5

Just a note: you won't be able to completely prevent playing games unless you disable it's internet access, as there are thousands of free games available online. But this may be a good pick for a non-Chromebook: [Acer Aspire 1] (https://www.amazon.com/dp/B07D97S1CR)
Also, I would normally suggest a Chromebook, like the Lenovo C330, but I think the ability to use Android apps on it may be too much of a distraction for a child. Schools are starting to use them a lot, though, so I don't know
