Are you in Canada? (correct me if wrong, but I think I remember us talking about something in a previous thread). Amazon.ca has a set of 6 hoops for 12$, so roughly 2$ each before tax: http://www.amazon.ca/wooden-embroidery-sewing-stitch-Kurtzy/dp/B00LTIFK5W/ref=sr_1_1?ie=UTF8&qid=1418734417&sr=8-1&keywords=embroidery+hoops No idea of the quality of those.

But I agree with you, I don't typically see hoops as cheap as the person above is mentioning. Probably a US thing, stuff is so cheap there. Michael's does not have them that cheap except for maybe the tiniest (ie. 3 inch) ugly plastic one. I would say 5-6$ is more normal for wooden hoops here.
