It's related to the print sizes which were convenient to produce from the film that was used for a long time. 35mm has an aspect ratio of 3x2, which means that you would expect to see a lot of 3x2, 6x4, 9x6, or 12x8, but most frames leave space for mat board, which may be where the disparity comes from (i.e. you print at the same ratio, but smaller than the frame so that you can fit mat board).
As far as being practical: if you really don't want to crop, you can have custom frames made at most any crafts store, but they'll be relatively expensive. You can also set your crop factor in most cameras. You could also "shoot loose" with the intent to crop later.
On the other hand, I'm not sure what crafts store you're going to, but they really should have a variety of frame sizes. If not, amazon is your friend.
