Instead of rotating by sectors you can rotate by asset class. Rotate TLT, GLD, Emerging, Value(Large/small cap), Growth (large/small).

That book is excellent in explaining the asset rotation concept. The author runs a hedge fund which you can see here: http://www.rcmportfolios.com/

The book outlined a simple strategy which you may attempt. I think rotating via sector is legit but a little silly as because you are still in the equity universe.

Rotating assets is a proven method to reduce beta and increase alpha. However of course, don't expect $1 to $1,000,000 returns. His record during the '08 crash is amazing. Barely any draw down at all.
