A computer monitor will always give you the lowest input latency. I recommend anything by Asus like this one. 2ms latency. LED backlit. 21-24 in screen is the perfect screen size for gaming at a table without taking too much space. It only has one HDMI so if you get a splitter, you can hook your PC up to it too.

This one is an IPS, better than what Brain recommended, however a little more expensive.
Asus makes a solid monitor, I've got two of them and they've been working great for the last few years.

How about the Asus VS248H-P? Currently only $170 after a $20 rebate with Amazon prime. Not IPS unfortunately (not sure why amazon has the standard IPS disclaimer on it), but HDMI in, 1080p, relatively fast response time.
Some tweaking with settings (esp. by lowering "Trace Free" to 80/100) may be necessary out of the box to eliminate slight ghosting apparently, but generally reviewed positively by buyers. Actually you could go with the previous VS247H-P model is and that's ~$30 cheaper and supposedly 0.4" smaller diagonally.
If you wanted IPS you could drop an inch and go with the VS239H-P at $170. The Dell U2312HM is $205 at the moment, probably significantly better overall and picture quality and still very usable for gaming unless you play a lot of competitive high speed FPSs like Counterstrike.

I have a PC connected to my living room TV for occasional web browsing and streaming - personally, I find TVs to be not great at being monitors. It's something about the screen size and the distance from the viewer and refresh rates/color/etc being optimized to display motion & not text, etc. That said, I'm sure the best TVs make excellent monitors. Plus, 4K TVs with HDR are pretty cheap now.
For desktop use, if you're ok with HD, I've always had good luck with Asus VS series monitors. Big glossy bezels but I stopped noticing it after a while, and 2ms response time. If budget allows, get 4 - you kind of have 4K, with huge bezels.
I think HDR is a premium feature on monitors - the cheapest one seems to be this Dell but they get up there in price like this Samsung or this Asus ROG

Dell ultrasharps are very good. HP elitedisplays are also good. A high quality monitor that is 24" should only cost around 150-250 USD.
Something to consider is the stand, and the amount of movement you want - cheaper monitors are not as adjustable as higher end monitors.

For the mouse you don't need to spend a bunch of money to get something good, here's the mouse my friend uses. http://www.amazon.com/E-3lue-EMS109BK-Precision-Control-1600dpi/dp/B005CPGHAA/ His only complaint is he can't turn off the LED on it, which could be a problem if you don't like it. You could spend a bit more for a better mouse such as the Deathadder or Steelseries Rival (I personally own the rival, great mouse)
For keyboards, it's up to you if you want mechanical or membrane. Mechanical will be more expensive but it's nicer to type on and feels better. This is a very basic membrane keyboard, it works. Here is a good mechanical. (FYI it doesn't use the standard Cherry MX keyswitches most mechs use, although they still feel better then membrane). You can also look at Corsair's keyboards, Corsair's, and other manufactures mechanical keyboards.
For the monitor I'm assuming you want something decent, 1080p, 60hz? Here is a 24 inch 1080p 60hz monitor, you could look at cheaper ones too. It really depends on what you want. I use 2 23 inchers that I got for $100 and they work fine for my uses.

I'd personally rather have a GTX 970 and a descent 60Hz monitor than a GTX 770 and a high-end 144Hz monitor, but I'm sure there are some that might disagree. The only problem is you'd have to either wait for or hunt down a 970 right now b/c they're in high demand.

The one you linked is advertised as 2ms. Are you sure it's the same? Some of the reviews are saying it's an IPS panel and some are saying it's a TN panel.

This Asus one rivals both monitors you listed there. A bit pricier compared to the two, but you'll get your size and only a 2ms response time compared to 6ms. Doesn't seem like much, but you can tell the difference.
I have this Asus monitor. I was originally running two of those and decided to upgrade one to a 1440p and went bigger as well. I thought it would look silly at first but I actually really like my setup.
I basically ended up using them just like you described. My desktop is on the 1440p, it is also where I obviously play games as well. The majority of my web browsing is done on the 1080p, simply because the 27" 1440p tends to be a little "too much" when just trying to casually browse. I also do the majority of the videos on the 1080p.
One is a VA display and the other is a TN. So I basically almost have the most obscure difference of monitors but I love it. Honestly at my casual sitting/viewing angles, the colors are not drastically different and the contrasts are similar enough. It's not like they are sharing any of the images I'm looking at to where it will matter anyway.

I bought this a good few months ago, and haven't been disappointed with it. It's stock settings are pretty bright, but it's got some nice presets, and once you mess around a bit with the RGB settings, it's lovely.
I bought 3 of these back in 2012 when I got my triple monitor set up. They'll go down in price every now and then and they have been GREAT.

The monitor looks great on paper. But, I have found a lot of negative reviews about how the monitor dies after months of use, dead pixels, light bleed and ASUS not honoring warranties.

I use the BenQ RL2455HM but there are some other decent options to like the ASUS VE247H or the ASUS VS248H, All these monitors are full 1080p, 60FPS, Have HDMI inputs, Fairly cheap yet exceptionally good console gaming.
This one is nice it'S 1080p 24 inch and for better gaming it has 2ms response time

BenQ is the official gaming monitor. If you going to use it for photography I would actually suggest this. My roommate uses this one for his photoshop and video editing and loves it.

Thanks, I seem to have it straightened out now. One last question:
Now I am deciding between the Asus VS24AH-P, the U2412M, and the PA248Q. Why should I want the U or PA instead of the VS24AH-P, since it is 1200p as well? For the difference in price I could just buy a VESA stand to retain swivel capability and still have 10$ or so left over?
The only company that makes IPS panels is LG.
LG supplies these panels to other manufacturers and uses them in their own monitors as well. The difference between an LG IPS Panel and another companies will be the on screen interface, chassis, stand and quality control.
At the moment Asus has some of the best deals I've seen for 23"-24" IPS panels.

tl;dr: What 144hz monitor is generally recommended?
I'm fine with sacrificing color accuracy for better results as this will not be my only monitor but will likely be my primary monitor. I am using the ASUS VS248H-P monitor currently which is 24". 60hz, and has 2ms response time. I really don't know much about this topic but I know the concept of why 144hz is prefferable to 60hz, and how it works better, but I don't know about the specifications beyond that and this is all kind of confusing.
What is "the" counter-strike monitor? Price isn't much of an issue but I would rather the same specifications at worse color accuracy than hundreds of cad more for slightly darker blacks.
I just want a 144hz 1080p or higher monitor. Prefferably I would like it to be 24" minimum, or not much larger, and if 1 ms response is better then that too I guess. There are a lot of options and not a lot of recent resources that I can find to help with the purchasing proccess that aren't funded by the companies themselves. I thought the CS community would have relevant tips so I though I'd ask.

For what you said he'll be using it for mostly it looks good. The monitor is a little pricey, this is about the same size and $100 cheaper. Overall it looks fine though.
Edit: and if going with the cheaper monitor gives you more room to work within your budget you could put more toward a better processor. The one you have listed is $100. If you live near a micro center I picked up an i5 4690k for $180 at the one near me. That would handle anything he could throw at it without a hiccup.

I would get the Asus monitor, except from here. I can vouch for it, because I own it. It has some very good color reproduction.
I'm currently looking at getting an Asus VS248H-P. It's got great reviews and is a decent price.
They are 2 different monitors. The left monitor's VESA mount is lower than the right monitor's.
I specifically use the Acer for gaming and the Asus for other tasks.
If you haven't already grabbed a 6500 for the listed price I'd consider a CPU+mobo bundle at Microcenter (there are two in the Chicagoland area) and putting that $75 towards a 1080p monitor -- you can pick up a decent 24" for a little over $100 (something like this as an example: https://www.amazon.com/ASUS-VS248H-P-1920x1080-Back-lit-Monitor/dp/B0058UUR6E/)
I mention that because $115 for a 6500 is crazy cheap. If you can get that, it will beat out any deal Microcenter offers, otherwise their CPU+mobo bundles are almost always the best price available.

I have seen 144hz monitors slip around $250 on sale. I have also found some 1440p resolutions stip down to 250 as well. However i would suggest a 1080p ips screen around $200.

Try the ASUS VS248H-P. There's the ASUS VE248H with a squarer, more similar stand to the VG248QE, but costs $30 more.
There's a 1ms model in the UK called the VS248HR but can't seem to see it on US Amazon.
I'd recommend this one for the price range. It's 1080p, 24" display, has 2 ms response time and is $30 cheaper.

16:10 used to be a lot harder to find. There was a time when large (24") 16:9 monitors were ~$250 and 16:10 monitors were $600+. The simple cost savings make it stupid to buy 16:10 for most people who didn't really care about the extra screen area. But its gotten a lot cheaper:

24" 1920x1200: $285
The difference is a lot smaller. Power users can reach for 16:10 a lot more easily now, but it is still far enough out of reach for the average person who just wants to buy whatever is cheapest.

The video and photo editing that I have done has mostly been pretty newbie stuff and nothing wild. Is there a way to compare all these displays to my old Lenovo Ideapad Y560p laptop to put it into perspective?
Edit: From what I read on notebook check my old laptop had a poor display - too reflective, lack of brightness, bad viewing angles, in addition to a horrible bat running time (4 hrs on idle when new), so as long as the screen is decent for today's standards...
Right now, since my old laptop is broken, I'm using my bro's desktop with a ASUS VS248H-P Monitor If the Laptop display is as decent as this thing, I'm good with it.
For playing games TV's under 40" are best for gaming. Anything bigger will force you to move your eyes slightly to see and can make a difference. I play on a 46" Rca LED tv at school becuase I got a great deal on it and it works perfectly fine; although I prefer my 24" ASUS monitor at home.

This is something i would recommend. It starts you off with enough power to be able to stream with plenty of room to upgrade if you wish. You can swap out the i5 for an i7 if plan on rendering videos to YouTube. Also you could decide to get Nvidia 780TI if you prefer it over AMD. As well as add in an SSD. Operating system i did not include on here i do not what you would want(windows 7 and or 8.1 or even Linux).
Building up a PC is actually very cheap. Also some add ons if you do not already own them. (please feel free to check other sites to see if you can get it cheaper)

Supplies wise a screwdriver and some velcro straps for cable management is about it.
I'd consider dropping the i5 6600k + CPU Cooler + Downgrading the mobo and going with i5 6500 + stock cooler + some h170/b150 mobo around 80-100$ price range and pick up a bigger/nicer monitor. Because your current monitor doesn't even support 1920x1080

Bottom is a LG 34UM67 It was quite a bit cheaper when I bought it at about US$425 a couple months ago.
Response time is a little high at 14ms, but works for the kinds of games I play, MMORPGs and real time or turn based strategy.
Top is an ASUS VS248H. I don't use it for gaming, so response time doesn't matter for that to me, but it holds up pretty well for reading or watching videos on.

1080p doesn't look good on anything over 24 inches, over that you would need 1440p. That being said I just bought an Asus 24 inch full hd here and am loving it. Sturdy build quality only 150 and decent size to. Keep in mind this version doesn't have speakers (monitor speakers always suck anyway) but there is another model with speakers for 15 bucks more if you are interested. The colors are amazing and imo asus makes some of the best budget monitors besides dell
