You can search for "large size" in the Stroller category on Amazon. The top result is the Britax B-Agile. I don't have that one but I love everything else from Britax, it's great quality. Only $227 new, up to 55 pounds and one of the reviews says it works for a child currently 42 inches long.

I have the Baby Jogger City Mini. My 5-year-old still fits in it just fine. I love how easily it folds. Maximum weight is 50 pounds. They have "head height" dimensions on their website, you could measure how many inches your son's head is from a chair when he's sitting.

The City Mini GT is a little larger, up to 65 pounds and a few more inches in head height. It's more than $300, but if you search Craigslist I'd be surprised if you couldn't find a used one in really good condition if you're willing to pay $200 and up.

There are lots more! 41 inches and 38 lbs is not at all too large for the right class of stroller. It just won't work for strollers optimized for small babies, and it won't work for some "lightweight" strollers.
All car seats have to meet safety standards so you can really pick any one you'd like. More expensive seats will have a higher weight limit, nicer fabrics, and can be more comfortable.

I think this one is the one I have with a front wheel - it's not a "true" jogger...and it works well in city areas, indoor/outdoor, etc...But it isn't ideal for actual jogging/running (which is fine, cuz I don't do either).
I liked it b/c it was a slightly smaller profile than a traditional 4 wheel stroller to make it easier to move in crowds.
