My suggestion doesn't help with your larger problem, but I hate thinking of you having to be in the dark all the time.

Have you thought of installing window film? I have this on a large window that faces my neighbor's house - it lets a lot of light in but still gives me privacy: https://www.amazon.com/dp/B007RCX088

It's really easy to put up and it's non-adhesive so it won't damage the windows or leave any residue when you want to remove it. It also comes in patterns and stained-glass if you want something prettier.

During the day, your apartment will be dimmer than outside, so she won't be able to see in. At night I think at most she'd be able to see silhouettes, but you'd probably want your blinds closed at night anyway.

You've got a motion light; that's the first thing. If you can't replace that chain link, maybe you can get those wood slats that you insert into each column that give some tiny bit of privacy?

But I'm guessing privacy doesn't matter (that much) here. They jumped a fence to get in. They risked the light being on. They're bold. A block fence would be better, but other options are probably needed.

Another thing; get a shade, not blinds. Blinds have holes, people can see through (if they're close enough). Get something that is solid, blocks the whole thing. Shades are good (if they cover the whole thing, no gaps... mount them outside the window casing, making them wider. Home depot has cheap shades, I think $12 or something? Ikea has slightly nicer ones, maybe more like $30.

You can also go with window film: http://www.amazon.com/Non-Adhesive-Frosted-Privacy-Window-Film-/dp/B007RCX088/. That'll give light & privacy all the time, and if you do it right no gaps. You can easily remove later. I'd still use shades/curtain too. At night they can see light/shapes, but nothing else.

Another thing; motion-activated doorbell. You could use this: http://www.amazon.com/Honeywell-RCWL300A1006-Premium-Portable-Wireless/dp/B001CMLAZ4/ along with something like this: http://www.amazon.com/Honeywell-RCA902N1004-Wireless-Motion-Detector/dp/B001G0MB4Q/. It'll ding (or beep, or chime, etc) whenever something trips the motion detector in back. Cover the LED on the motion detector, no need to give away its position. You can fairly easily hide the detector; it's a little bulky, but tuck it in a corner w/o lights.

Last; IP camera. Wired (ethernet + POE) is good. If you can't, then wireless. You'll still need power, but you can probably use an extension cord along with some cord holders (like http://www.homedepot.com/catalog/productImages/300/5b/5b68fca9-fb31-4ed6-a6c9-807b51a09a5c_300.jpg). You can also get power extension cables (for the tiny DC power to the camera). Distance may be a problem with those, have to try it out.

You can use motion detection on the camera itself to email you. Set the email to your phone's SMS / MMS email address, you'll get a text when it detects motion. Maybe even a pic (not sure if that'll work as an attachment).

You can get foscam; they're cheap, they work, they're not great. Others are better, but more expensive. Best I've found (for cheap & decent) is the discontinued Amovion C610 (http://www.aliexpress.com/item/Support-Onvif-WIFI-HD-720P-Network-1-0-Megapixel-Mini-Wifi-IR-Cube-IP-Camera/1906543251.html). Cheap, but takes a while to ship from China (plus, you're risking dealing with an unknown vendor). Most foscams & that amovision I linked to are indoor cams; rain & temps may kill it. Under an eave, it'll probably survive, but it's just not rated for outdoors. But with no other option, I'd go for it.

Where are you (roughly) located? How tight is your budget? If you had a cam, could you figure out how to set it up? Definitely let me know if you can.

I was in a similar situation (parking lot instead of a street). I got some of this stuff and have lightweight curtains over them. Plenty of light and privacy. Easy to install.

I don't blame you, that is scary!

The good news is that 1) he probably didn't mean to bite you and 2) with the right techniques, you can take care of this problem before it gets 'stuck'.

By losing his shit when he sees something, your dog is basically telling you that he has no idea what to do in this situation and he's overwhelmed. The bite was not aggression towards you, it was a total lack of control over his emotions. Think of a young child flailing in the throes of a hysterical, out of control tantrum and knocking over a lamp in the process. Your dog was totally out of control and you were the lamp.

First order of business is to get him away from what's freaking him out. I just put [this] (http://www.amazon.com/Non-Adhesive-Frosted-Privacy-Window-Film-/dp/B007RCX088/ref=sr_1_3?ie=UTF8&qid=1420221216&sr=8-3&keywords=window+film) stuff on my back patio door because the dogs had actually knocked the door out of alignment trying to get to the squirrels and whatnot in the backyard. It's non adhesive, so it won't gum up your windows and you can take it off whenever. When a 7 year old peeled it off, I just re-wet the window and put it back on and it looks great. If it gets scraggly looking, it's pretty cheap so I will just replace it. It's been 2 months so far and if it was shredded tomorrow, it'd be worth the $30 every 2 months for the peace and quiet it brings. By preventing your dog from seeing other dogs outside, you're making it easier for your dog to overcome this issue. Every time he freaks out, the behavior of freaking out becomes more and more ingrained and harder to deal with.

Your next step is to teach your pup how to deal with his emotions when he encounters something that triggers an outburst. If you're not familiar with BAT techniques, I'd recommend finding a trainer or workshop in your area. [Here] (http://empoweredanimals.com/BAT-basics.pdf) is a good resource to understand the concept. If you've already been working on obedience with a clicker, [this] (https://www.youtube.com/watch?v=bpzvqN9JNUA) is a good technique. If you're unfamiliar, I'd start with a trainer and go from there. Clicker training is easy to do, but it's also easy to screw up. A good trainer will help you understand how your dog thinks, because their reasoning is not intuitive to a human. You'll have reasonable expectations set and an experienced person there to guide you when you need it.

You could put on frosted window film like is used on bathroom windows. It's non-permanent and you could still have privacy and light. You could also stick bubble wrap up there instead. A lot of people do this in the winter for improved insulation on house windows. You could probably get bubble wrap for free to try it out.

I live on the second floor of a building also with huge floor to ceiling windows that look into the public courtyard and across into neighbor apartments. I bought this stuff from amazon: http://www.amazon.com/gp/product/B007RCX088

to create patters on my windows that let in all the light, and let me enough outside to make me happy without people being able to see inside very easily. The window film lets in a lot of light, but isn't see-thru at night (I've checked! Even standing right in front of the window with a light behind me, you can only see a vague outline, no details).

My guess is online ordering, or stores might have some. It will be tricky if you don't know the exact measurements of the windows. There is something like this at Bed, Bath, and Beyond, this at Amazon, and this at Lowe's.

I would really just stick with curtains or blinds, though. You only need them closed when you're changing and then you can open them right up again.

If you want heat reflection AND daytime (only) privacy, a premium window tint installed on the inside of the window, such as Gila Film's Titanium line, would lower the heat entering the room by quite a bit, and obscure casual viewing of the homeowners. It does not obstruct the view at night, however.

For privacy after dark, without heat rejection, you would need a product like this:

Do do both jobs at the same time? Perhaps the Gila film on the inside, and the Best Home Fashion product on the exterior?

To help, instead of putting a backdrop on the sides (which in some can increase reflection) maybe look at privacy window films which will minimize reflection more. Other than that I don't know what to suggest, good luck!
