Everything is well ground with a dremel. And you can see it but the edges are painted. A little more gloss than the powder coat, but it looks good in person.

Chances are it's not going to be an exact match (but closer than a Sharpie and will last longer). If you use one, I'd suggest framing off the scratch/blemish as close as you can with tape.
For surface scratches and general touch up, I've used Birchwood Casey Super Black Touch-Up Pen, Flat. I filed a handle smooth and used this to touch up. Was pretty happy. 8/10.

I used Richwood Casey Super Black "Flat Black".. it's not a good match which is why I covered almost the entire flare.
