You'll need one SAS/SATA channel per drive bay, so 24 in total.
Your Intel S2600CP4 does provide up to 14 channels, one per connector on the mainboard - I guess 6 of them SATA, 8 of them SAS.
That means you're at least 10 channels short to be able to use all bays.
IMO, most viable options are:
Note that option 1 might require two HBAs, depending on your budget. You might find a cheap 16i HBA (~ 200 EUR) on eBay, but you might have to settle for two 8i HBAs (~ 50 EUR / each).
The RES2SV240 mentioned in option 2 and in other replies is pretty hard to find in the EU and might run you around ~250 EUR. There are cheaper options available for a full height case (> 3U).
Option 3 might break your bank. Take a look at eBay, cheapest 24i HBAs / RAID controller is at ~630 EUR at the moment.
That said, any plans to actually run SAS drives in the case? If not, then simple SATA controllers might be the cheapest option, although, personally, I would rather not.
Going all SSD? Or a single large array/vdev? Then you might not want to run an expander.
