A lot of what the CCP does behind closed doors is not accessible to the public, and its internal struggles are not broadcast. Today, there are 6 major blocks within the politburo, each vying for two seats in the representative committee.
There are multiple examples of shifts in power from the CCP. Hu and Deng's tenure are two obvious examples. If the power of the Politburo leaders were absolute, then these power base purges would be far more rare.

have a look at Heilmann's China's political system. after reading it you'll have a detailed overview of contemporary politics. its academic, none of that sensationalistic stuff
