I hit puberty at 9. I was sat down by my mother at 10 while she tried to use one of these on my pits. It didn't work at all and I actually had a bad reaction to the metal on it, and once that healed she showed me how to use a disposable razor instead.
Which brings me to a good question: do these types of shavers actually work for anyone? Maybe my mom and I were just too stupid to operate it, but at the time I couldn't understand why she would have me use something so incredibly inefficient at hair removal.
A small personal buzzer might be what she needs! I got one of these during pregnancy cause I was too dizzy to shave in the shower. It was easy and pretty fool proof. Would also work for underarms if she's concerned.

I got one specifically for that purpose and I've actually had some incredible success! It hasn't been totally destroyed yet and I'm in week 37.
