Congressional approval rating has been low for the last 30 years. I think both sides can share blame for that. However, if you want to educate yourself so you have an idea of what your talking about you might want to read Congress as Public Enemy

It might not make a difference who they send because others in Congress will disagree with their representative and because people don't like Congress due to it's open structure that is based on trade-offs and compromise. See Congress as Public Enemy and Stealth Democracy
