To be honest, I'd take the $250 and get a ryzen 2400g, new motherboard, and 8GB of DDR4 and keep the old graphics card for now.

edit- Actually, might have to get a 2200g BUT thats still decent. It can overclock, has 4 cores, modern architecture, and can be bought NEW for $99 (I think). b350/b450 motherboards can go for cheap, and 8GB of DDR4 can be gotten for around $80. My reasoning for this is because, the phenom is pretty damn old and I PERSONALLY wouldn't use anything from AMD thats older than the FX series.
