And what about the 4.0 SSDs like this, the same? No performance loss?

Well just because you've not played with drives that do 5000MB/s doesn't mean they don't exist. Please enjoy the picture show, scroll down to the comments. https://www.amazon.com/Corsair-Force-MP600-Gen4-PCIe/dp/B07SQZYW2V/ref=sr_1_3?keywords=pci+4+nvme&qid=1568867963&sr=8-3

Like I tell most people, its best to have facts, either based on personal experience or linkable in conversation. I used to run game servers out of rocketraid and other ramdisks. I've also used nvme since its very first release. Trust me, its exactly as I said it is.

I would personally take advantage of the fast PCIe 4.0 bus and get a different M.2, particularly for your video and image editing. They're only about $30 more. It's a no-brainer. https://www.amazon.com/gp/product/B07SQZYW2V

Also if your budget is truly < $5K then do yourself a favor and throw out your old 5400RPM drive and get something speedier. https://www.amazon.com/dp/B01MQWHTBE/

If you want to splurge, get two of each and RAID 1 them up. That will protect you if 1 drive fails and read speed will be faster than a single drive.
