Several versions of 3600MHz Vengeance memory exist. The model number for this kit is CMW16GX4M2C3600 which has the listed timings. This kit is currently found for $138 on PCPartPicker. A different version 2D has much looser sub timings and costs about $105 - that one is Hynix I believe.
Check for version 4.31 on the sticks themselves visible through the back of the package- this indicates B-die. This is the back of the kit I bought.
According to reviews, these may reach 3200MHz 14-14-14-34 or better.

Would I be able to switch these out https://www.amazon.co.uk/Corsair-Vengeance-Enthusiast-Illuminated-Memory/dp/B07D1XJ8J9/ref=sr_1_1?keywords=Corsair+Vengeance+LPX+16+GB+%282+x+8+GB%29+DDR4-3200+Memory+c18&qid=1568466610&s=gateway&sr=8-1

I'd like the fastest ram possible and I'm not sure if theirs a significant difference between c18vsc16
Actually nice find on the 3200 mhz ram. At 82 pounds for 16 gb of 3200 mhz its quite decent. That said i you also were referring to 3600 mhz cas 18 ram, not 2600 https://www.amazon.co.uk/Corsair-Vengeance-Enthusiast-Illuminated-Memory/dp/B07D1XJ8J9 but cas 18 3600 mhz speed has similar final latency to much cheaper cas 16 3200 mhz so i wouldnt recommend buying it. Moreover ram speed is wasted on say intel builds so if you are going intel dont even bother.

Oh and those ridiculous prices, they tipically raise prices for a second to lower them again and make the sale seem enticing, consult old prices first before buying anything
