I think the Cassandra Kresnov series from Joel Shepherd is practically a clone of GITS:SAC. If nothing else, there's compare-and-contrast fodder for MILES in this book. The titular character is the Major, skilled in both electronic and physical warfare. She's got an old-man-type of captain who is cleverly running all kinds of stuff. She has a sort of unrequited love-interest. There's a female president who is fighting scheming within her own government. Meanwhile, there's the usual crime-procedural story going on in the background, with various tours of the underground with colorful characters. All this takes place in a highly-technological and fairly liberal planet.
Crossover is the first book. One through three are top of my favorite book lists. The second trilogy doesn't get my recommendation... It's not bad, it just isn't as great.

I thought Joel Shepherd's Sasha fantasy series was pretty good - he's also written some sf novels which I'm looking forward to trying.
