My recommendations on your new build:

Get a 3600 instead of a 3600x, the 3600x is not worth the extra $50. (See this video for info)
I recommend 2x8GB
single rank Crucial Ballistix Sport LT 3200c16 or 3000c15, this is know for being famously good at overclocking, just make sure the model number contains "AES" near the end.
Even if you don't plan on overclocking, you can use Ryzen DRAM Calculator to generate ram overclock settings that are as easy as enter into BIOS, stress test with stress testing tool built into DRAM Calculator for a few hours, and done. (I recommend trying 3600-Fast profile for Micron Rev.E in DRAM Calculator, then if it fails the stress test then 3600-Safe)
Look at Intel 660p SSD's, they are very slightly (~10%) behind the best ones, but at a much lower cost, and with how fast NVME drives are you probably won't be able to tell the difference.

Edit: I just noticed that you want RGB ram, in that case I would recommend G.Skill TridentZ Neo, but be warned that you will need a $170 kit of this to get as good performance as $78 Crucial Ballistix Sport LT 3200c16.

Edit 2: Mathmatically Crucial Ballistix Sport LT 3000c15 is better, however in practice 3200c16 is better.

If you're looking for a good pair of cheap ram, get Micron rev E. Specifically those Crucial kits with "AES" on the part number.

Got mine at 3733 Mhz CL16 stable. My IF is unstable at 1900Mhz, could possibly push higher on Intel systems.

If you can manually OC you can get Ballistix Sport LT 3200mhz for $95-$105 CAN for 2x8 GB or 2x16GB for like $205. They are Micron e-die so OC extremely well on the cheap. I have my bro's 3000 cl15 kits at 3733mhz cl15. Anything with "AES" in the product code from them is e-die, so not all of them .

I've been thinking about finally upgrading my RAM. Currently only have 8GB at a fairly low speed. Not sure exactly, maybe DDR4 2400 (or lower). Anyway, Two of the most recent RAM related posts on this subreddit caught my attention. One suggested Micron Rev-E as the best bang-for-the-buck option currently on the market. Specifically, this one.
And then a couple of days later, somebody posted this and everybody said it was basically the best RAM that money can buy right now... so here's my question: If my budget is about $200, and I've got a basic "power user with some gaming" use-case, would I be better off with 32GB of the former, or 16GB of the latter?

Also, if you want price performance with a lot of overclocking capability, consider this memory. It is cheaper if you don't mind this color and no RGB. After CPU overclocking got kind of boring for me, I got into memory overclocking hardcore and for the money, this is really good memory. Whther you run it at XMP (automatic) or want to learn the dark art of memory tuning it is a super-solid kit.

The h210 is about 27 liters. I suggest a slightly smaller cases which is the Inwin a1 plus and it’s about 22 liters. That cases comes with a included 650w gold power supply, two fans, and a built in wireless charger. According the Gamer’s nexus’ review of the regular Inwin a1, it has better temps and airflow than the nzxt h200. I know that you said you prefer intel for the higher single core performance for games but if you want to save money then I suggest the Ryzen 5 3600. It’s $200 and gamer’s nexus said that it’s the best overall cpu of 2019. Also I don’t think you should water cool your gpu with that aio setup because air cooling with that evga model is more than enough. I don’t think you need cooler temps because the rtx 2070 super doesn’t have a lot of overclocking potential. If you want to save even more money then I suggest the going for the gigabyte model of the Rx 5700 xt because it’s slightly slower than the 2070 super and according to gamers nexus, it’s the best overall model for the Rx 5700 xt.

Ditch RGB and for $10 less get Crucial Ballistix Sport LT which will overclock to 3400-3600MHz.

Otherwise, looks like a nice build.

Some ram kits rated at 3200 MHz are known to be great overclockable, like Micron E-die (it has AES in product number). Many have achieved OC them to 3600 MHz with a bit of tweaking in the BIOS. Like this kit:

Don't pay more for 3600 MHz RAM. Stay with 3200 MHz but if you are really after those few more frames, go with a kit that is known to be a great overclocker (Micron E-die, Samsung B-die, etc.). It's possible the Corsair kit you selected can be OC'ed, though I'm not sure.

One thing I just noticed though, check out the supported memory speeds for the MB you picked. 3600 isn't listed. The closest would be DDR4-3466. So if you buy the 3600 you might be paying for speeds you won't get out of the box.

Overclocking is actually pretty straight forward in the BIOS. You would want to enable XMP to get the memory running at the advertised speed anyway, but you can always play with timings and voltage manually. Just Google the memory kit you get along with the MB type and I'm sure you'd find examples. If the system doesn't like what you set it won't boot and then you'd just have to go back into the BIOS and make changes.

Your 2600 may very well not be able to run your memory at 3600 mhz, which would be annoying because you'd have to either run the sticks at 2133 (wouldn't recommend it) or change them yourself. I'd advise you grab this kit because first off they're quality sticks, and also should you get a chip in the future that's able to handle faster memory they overclock like champions - plus they're the same price as your current selected kit.

Also maybe consider getting an air cooler if you want to overclock your 2600, but not a big deal right away.

Asked a similar question yesterday, but this time a little more specific and since the Reddit search feature is junk, I thought I would ask. I have a 3600x and a B450 Tomahawk MAX. Does anyone have any experience with the Crucial Ballistix kits that get linked in here often? Mainly this 3000MHz CL15 or the 3200MHz CL16? I don't mind tinkering if I can get these up to 3600CL16. Just wondering if one has the advantage over the other, disregarding price difference. I figure worst case I end up with 3200CL16 out of the box if I go with the second. Thanks.

That should work with the budget. I have mortar max instead of tomahawk max, which aren't much different but in size. I expect it to work pretty well for next 5 years. For CPU, only 3600 will fit your budget out of the decent ones. Any lower and you'd be stepping into APU territory for low-budget builds.

Those are micron e-die which overclocks pretty well, what ive read.

No problem and newegg usually on most memory modules has a 30 days return but they state they on each products page. I say try it for 10 so you really get a decent amount of time to test it and then still have a good window of time to reutrn it if need be. And here are some links to them. Crucial Ballistix 3200CL15

This one uses newer Micron E-die which is good, the corsair one uses random types and while this doesn't mean it's bad the E-die is the better option here

I would switch out the Samsung 860 Evo for the Sabrent Rocket 512 GB it's not only cheaper but it's faster than any SATA SSD. Take a look at the MSI Gaming X 2060 Super, it's $430 at B&H and should be much better than reference. Though if the choice for reference was aesthetic I won't stop you.

Waiting for a good 5700xt to be back down near MSRP (such as the Pulse at $409, Gigabyte Gaming OC at $419 or the Nitro+/Red Devil at $439) would get you better performance if you won't miss the RTX features like new NVENC encoder (though really if you're using GPU stream encoding you should get a 3600 instead of a 2700x) and ray tracing. Drivers being buggy seems hit or miss.

I would also consider some Crucial Ballistix 3200 mhz kits that have a model number ending in AES. Such as this one as it means you can guarantee getting memory chips that tend to clock better/more consistently (Micron Rev. E). I'm not entirely sure what chips G. Skill is using for that kit.

Micron Revision E. Cheaper than the sticks you mentioned in the CL16 entry, and only marginally worse than Samsung B-die.

Crucial is a good brand, I personally just set it to the default XMP profile for 3200 MHz and it behaves very nicely.
