Whatever other parts you end up going with, I definitely think it's worth grabbing a cheap ($35-$55) SSD for the boot drive. It's the single component that gives the greatest day-to-day performance increase.

This is a great value

Or something a bit smaller and slower, but even cheaper

Ohhh it takes just a touch of stupidity or even complacency and arrogance..
One poor guy just a few posts ago had issues with his NEW 2TB SSD.. He was not is NOT stupid.. yet BIOS did not see drive.. Windows kinda saw the drive..

It turned out the SATA cable he thought had clicked in was in fact NOT clicked in.. Any lessor person that refused to believe that they might have installed it wrong might send it back as bad..

This is my first build using xeons. There were some hiccups along the way. I ran into a faulty SSD which took a long time to resolve. My enite collection was hacked by Ransom ware.

I need an SSD for a simple use PC. I'm looking at these two currently but I'm not sure if they're overkill or not.
Patriot Memory Burst 120GB
Crucial BX300 120GB
I'm also wondering if there's a better deal out there. It's gonna be used for browsing and watching videos/streams.

the freshly released crucial BX300

but you should not get 120GB, its laughably small and limiting unless you really know yourself and your use.

also depending on your motherboard, if its something newer, I would be getting m.2, no cables to deal with, but bx300 does not seem to come in that format. But again, only if you are 100% sure your mobo has m.2 slot.

I'd want a good base on which to expand.

Celeron G3930 ~$40
4GB DDR4 ~$30
Asus B250 Mining Expert ~$150
2400W High Efficiency PSU ~$240 (this + 1xthis + delivery)
120GB SSD ~$60
Total $520

Now I'd have something to build on but I'd only have $480 for parts that do the mining calculations. So I guess I'd grab a Vega 56. Total is $1020 but that'll do. If I absolutely have to be under $1000 I can swap the SSD for a 32GB USB Key.

This would only give me ~1500H/s. But I'd have room to expand.

Of course that's what I'd do because I'd want to expand.

If you wanted a one off build then a few change em ups.

This is the cheapest prebuilt PC I can find that would be good for running a modded version of Cities: Skylines. It does lack an SSD, but it's got a good amount of RAM and a good CPU. You could grab a 120GB SSD like this, which would help with load times a lot. I know you said you didn't want to build a PC, but adding an SSD isn't hard (it's just 4 screws and 2 cables).
