They do exist but I'm not sure how popular a Hue blacklight would be.
You could create your own today if you really wanted. A simple UV light strip (https://www.amazon.com/dp/B01C2NQWIQ/) along with the DE FLS-PP controller (https://www.amazon.com/dp/B00NMSQ4QQ/) should do the trick. You'd connect the UV strip to the white channel of the controller (ignoring RGB) and Hue would see your backlight as a white bulb.

They both work totally fine. The first one I have linked is a bit higher quality than the second from my experience (I actually have both in my room). If you only need to cover 16 or so feet than go with the first. If you need 33 ft. I'd say go with the 2nd option- that ones a 33 footer that has real good performance for price ratio.
16' UV LED strip lining the inside walls of a big coffee can while my prints sit atop a solar turntable display stand.
I cure for 15 minutes for most stuff, but I haven't really futzed around with whether I should increase or decrease using the adage that "if ain't broke don't fix." 15 works for me.

For a UV enclosure you can just line a bucket or something similar with tin foil and put a strip of UV LEDs inside.

For the alcohol you just need a pair of tubs (you can even just use lunch meat containers).
Yeah, super simple, I got these lights and used the tape included to apply it around the edge. But the tape on these isn’t that great, so i used super glue as well. there are plenty like it on Amazon that might be better quality
I would advise against using CableMod products. There just cheaply made and over charge you for what you get.
If you have soldering skills, there a few quality strips on Amazon. Deep Dream usually makes good products. Make sure there Blacklight enabled.

Also with UV be very careful on the wavelength you buy. You want something in the 380 to 405nm. Anything below 380 can be dangerous for your eyes and sometimes skin(These are more blue then purple).
If your outside the US and can't get ahold of Darkside, Nanoxia also creates good UV lighting as well. I'm not a fan on how they attach there LED connector. Everything else is solid.
Of course CCFL UV (High Quality versions). Still create the best UV effect. You also have to deal with the inverter. MonSoon makes the best CCFL in my experience.
