They are making the claim that the process of cleaning is what the product improves upon. Your mouth isn't sterilized by chewing on bristles, and no one is being misled into believing that.
They are claiming that the product does the job of a toothbrush (and partially flossing), but quicker, and more effectively because of less work put in. This could be really helpful for people with special needs who use specialized brushes. This is a small company, with a product that completely reworks a ubiquitous one. They are currently studying it now, and have FDA approval for the materials being used.

I don't have anything else for you. This seems like a product in the early stages of marketing, so try not to get too flustered over it.

If that's not what you are looking for there is a toothbrush they use at the dentist, I think oragel, and it's really soft. I personally like it and think it's a lot better than hard bristles.
