Recall Hoover's stint as head of the U.S. Food Administration. Is government direction over production and consumption of food an example of his laissez-faire outlook?

Hoover liked to claim in speeches that he started the New Deal. In Economics and the Public Welfare by Benjamin Anderson, the author makes this case for him.

Using his presidential papers, Joan Hoff Wilson in Herbert Hoover: Forgotten Progressive shows Hoover's outlook and attempts at fighting the depression, e.g., with public works programs.

Perhaps the Hoover-sponsored Agricultural Marketing Act, which created the Federal Farm Board and price controls, show what a champion of free markets he was? No, it must have been when he signed into law the Hawley-Smoot tariff hike! Perhaps the Reconstruction Finance Corporation?

To assert that Hoover "was one of the most laissez-faire presidents our country has ever had" isn't just wrong: it's pig-ignorant.
