The Evolve LTM-5 functions in the way you've outlined. It can be associated with another Z-Wave device (like your plug-in dimmer) and will send commands directly to that device. With associations you don't need the controller to act on each command, it'll send on/off bright/dim commands directly to your dimmer which is fast and reliable. It is powered by 120VAC and works like a switch, but doesn't have the ability to control a load locally.
