No, I put this Finnex light on my flex 15 and with CO2 and ferts it grows like crazy, almost to much growth it can be a pain to have to trim every week. This is my Flex a few months ago, the plants are more grown in now.
Dwarf Baby Tears/HC/Cuba is a pretty demanding plant if you are trying to get it to carpet. It requires high light as well as injected CO2. You are correct that Monte Carlo looks similar (slightly bigger leaflets) but isn’t as demanding of plant. If you aren’t going to inject CO2, I would recommend that you at least dose excel to make CO2 more available to your plants. As far as lighting, you can still get away with the Ray 2 as a typical 10 gallon is deep enough where the PAR value hitting the substrate would be med-high, which would be perfect for Monte Carlo.
My #1 choice: Finnex Ray2 Aquarium LED Daylight, 18-Inch
Honorable mention: Finnex FugeRay Planted+ Aquarium LED Light Plus Moonlights, 20-Inch
Honorable mention: Current USA 18"-24" Satellite Plus PRO LED Light
Edit: invest in a timer either way.
Good news is that your plants will be fine with those lights temporarily. Don't expect any growth, and don't procrastinate on getting some good quality lighting.
I would recommend getting some decent LEDs and a glass top for the tank. For about $100 you should be able to get squared away just fine. That may sound like a lot, but it will be worth it.
Check this light out. Finnex makes some of the best affordable LED lights around.

I was considering using some of these strips for my Fluval Edge. If you look on Youtube for Fluval Edge lighting mods there are a few examples of people doing something like that.
They seem to be working well - plants are healthy - but I figured it'd be too finicky for what I wanted to do so I just put a Finnex 18" Ray-2 on top.
