Have you ever read the book Flatland? It gives a really good explanation of how dimensions work. I will oversimplify; we can move in three dimensions (hieght, width, and depth), so we experience a fourth dimension- time. If we could move through time freely, we would (hypothetically) experience a fith dimension. And if we could move freely in the fifth, we would experience a sixth, and so on.
In string theory, it is being discovered that there could be as many as eleven dimensions, maybe even more. It is said that rabbis like Nachmanides actuall posited ten dimensions just from reading Genesis!
If God is the creator of the universe and all it contains, then it would follow that he can freely manipulate all dimensions. In that sense, he would be about six to seven dimensions outside time.
