A bit of both! i think wasps are territorial and wont build nests if they suspect there are ones already in the area. don't put them near the hives - place them somewhere where they will draw yellowjackets away. There are also these fake wasp nests that are a much lower impact and safer alternative.

I had thought about making some out of paper bags but I ended up buying them off of amazon. One of my sisters just crumpled up some paper bags and hung them with yarn. She said that worked for her

For some reason wasps don't like other wasps living near them and they move.... fast. I've used these several times and they are always gone in a day or so

I get the whole wasp problem. They like BBQs and grills. I can't vouch for it's effectiveness, but you can try hanging one of these nearby. Also, put a potted peppermint plant right next to the grill or use peppermint essential oil as a deterrent.

As for the cover, some have drawstrings rather than elastic, but really, nothing that will keep out bugs. If it's not a ton of trouble, you could always wheel the grill into the garage when not in use. Solves the moisture and wasp problem.
