It'll do the trick. I bet it'd even take a GTX 970 without too much complaint.
Power supply is a little weak at 350W, but it looks like it takes normal TFX form-factor units.
Yeah, you might actually be able to make something out of that. $400 isn't bad at all for an Ivy i5 + GTX 660.
Edit: Wait, looks too small to be TFX. It might be FlexATX / 1U, in which case your options for in-place upgrades are severely limited.
Here's a $40 400W 1U unit from FSP Group that's at least 80+ rated, but I doubt that will be anything resembling quiet and you'll need a bunch of adapters to power the GTX 970 and your drives and stuff.
Might be an interesting experiment, at least.
