Off the shelf earmuffs don't provide better protection than off the shelf earplugs and may in fact give you worse protection because of fit issues. Most earmuffs provide the same dB rating of 25-33 reduction as most foam or rubber earplugs. You're going to want to wear earplugs with muffs. You won't get 50-82 dB of noise reduction though, that's not how it works.

Add a pair of low profile electronic earmuffs that are designed for shooting with a helmet:

They aren't cheap.

The trains can be 96db in some tunnels (get the Ultimate Ears db app) and usually 80+ most of the time. For exposure questions: http://www.noisehelp.com/noise-dose.html
I use 33db NR earplugs the whole ride (from before I reach the platform to minimize exposure until I've left my destination station -and on Muni trains as well). https://www.amazon.com/Howard-Leight-33dB-Disposable-Plugs/dp/B005IYDKSM
There's no way train operators don't have hearing loss during years of shifts.
