Look into the FirePro V3900. You get one DisplayPort and one DVI port. They're pretty small, but it's hard to see if that's the right size compared to the one you found on Newegg. You might need to swap out the Bracket with one of these to make it work.

There's also a Zotac GTX 1050. It looks small enough on the width, but its fan and such might make it too fat inside the case. It's also a gaming card, so it would be more graphics abilities than you need.

The tough thing is that you're going to have a very hard time finding sub $100 GPUs that can do this. When you start looking at small form factor, and limited graphics processing power, and with the ports you specify then we start seeing workstation GPUs. They are not priced like consumer grade products because that is not their market. They're aimed at professional use, which means professional money. A company has more capital than a consumer, and they are priced as such. I don't think you'll have a hard time keeping it below $200, so long as you look more at AMD's GPUs and maybe avoid the NVidia quadros. They can get very expensive.

You might try getting in contact with AMD's professional support to see if they know more about what they can fit in your case. From what I've seen on your case's back plate, it's going to be a challenge. Some of the newer models of Dell Optiplex already have Multiple monitor support with DP and DVI built into the motherboard's I/O panel.

The Quadro 420 also is small form factor, and costs less than the one you posted to newegg.

How about this HP ATI HD3470, for ~$70 with shipping?

The other problem with some of these listings is the quantity. If you're upgrading only 3 PCs, you should be fine getting one kind of GPU, but if you've got to roll this kind of upgrade out across all your workstation devices or even more than 4 or 5, you might be looking at more money per card because several of these are older, but would work fine. Just not necessarily going to have the quantities you'd find in a newer workstation GPU model than NVidia or AMD would prefer to sell you.
