Do you want to use your Intel graphics (for VGA-Out) and AMD graphics (HDMI/DVI out) at the same time?

don't think that's a usual use-case, but if you just want/need a VGA-Out, something like this should do the trick for a third display on the 390

DVI-D is digital only. VGA is analog. If you want to convert from DVI-D to VGA, you would need some sort of active adapter that can take the digital signal and turn it into VGA.

DVI-I worked because it carries both analog and digital signals.

Keep in mind that DVI-I/D is different from DisplayPort (another connector type).

I don't know the exact model of your graphics card, but I assume it also has an HDMI port and a DisplayPort connector. If one of your monitors supports these connectors, try to use them. It is also possible to get a DisplayPort to VGA adapter or an HDMI to VGA adapter if you need it.

I plan on buying a RX 480 too, but my DVI port on my monitor just stopped working.....

If you want a monitor with displayport capbility here's all of them

Modern GPUs, have all dropped Analog connections in favor of Digital ones.

Displayport gets more on GPUs since they don't cost as much or at all(?) to put on, while putting HDMI ports costs money to the licensing people who own HDMI.

As far as working Displayport to VGA, I've heard its hit or miss as far as functionality, but they do exist, This HP branded one has good reviews on Amazon.

My graphics card does have a displayport but my monitor unfortunately only has 1 VGA and 1 HDMI.

I have a displayport to vga adapter. Similar to this one. Displayport is compatible with everything provided you have the right adapter.

For example, you could get a Dell Optiplex 3020 which is the same family as the one being offered, Intel Core i3, Office Home & Business 2013, Windows 7 Pro for $775. Most of that price is due to the 3 year onsite hardware warranty with free remote diagnostics. For dual monitor add in one of these adapters and you'll be all set.

You can still build your own for cheaper but don't expect the kind of warranty and support.

The RX 460 doesn't output any analogue video; its DVI port is DVI-D dual link, which is a digital output. I suggest getting an active (powered) converter from HDMI to VGA or displayport to VGA. You'll need something like this "https://www.amazon.com/HP-Displayport-VGA-Adapter-AS615AA/dp/B0025ZUF8K" though I don't know if it's lagless or not.
