Either processor but go with the highest GPU you can afford. Here is an i7 with a 2070 which is under your budget. I don't think you can get a prebuilt with a 2080 for your budget.

Depends on the price range your looking for and what type of machine; high-end intense graphics, mid-range for just playing MMO's or MoBA's or low-end for mainly movies, music, email and office duties.
Mid-range you usually can find quite a bit of decent options. High-end is were you REALLY need to watch the specs for each "Sale" cause they often like to short something essential in order to offer such a good "deal". For example, they amount of memory, for High-end you really need at least 16 gigs to have a solid build but a lot of "Deals" will leave you with ONLY 8 gigs installed and thus cutting the price that way and calling it a "Deal".

I found two pc's which peaked my interest.
The first one has the rtx 2070 and i7-8700
The second one has the 2080ti and i7-9700
Now the first one looks like really good value to me, but is the second one also of great value?
And furthermore, I have to import this from the states to The Netherlands, will I have trouble with the power supply? like will it even fit in the wall, so to speak
Got this sucker on sale. Would’ve splurged a bit more but got one for my wife too so we can play together.
I like this pre built one here, even though pre built do suck and it has a bad motherboard a space, I like it for now, since I am only 13 and I still have much to learn about pc, also I am poor so my budget is low. Also it is liquid cooled so that's nice
