An annoying purchase as it doesn't do a whole lot, but a necessary product for just about anyone going hard in the iCue RGB ecosystem.

Yes, you do, in order to connect the RGB parts of the fans to the Commander Pro. The commander basically has a lighting node pro built into it (it has the same two ports), which means the fans have to be plugged into the hub to connect to the pro. If you look at the picture of the pro, there's 6 connectors that say fans at the top, and those are your PMW fan headers. To the left of that are two ports that say LED. You can plug two RGB hubs into this, or you can do like me and plug in 1 RGB hub and 1 set of Light strips. Each RGB hub has 6 ports, and after checking on amazon, is $20 new.

Check out the Aquacomputer Quadro for something that can operate autonomously—you configure it via software in Windows (not necessarily the machine it'll eventually run in), but it can independently run up to 4 discrete channels of fans off of the built-in temperature inputs (in whatever combination you want). You'll also need a spare G1/4 port for a 10K temperature sensor, or you can just use the packaged open-air probe taped to a radiator end-cap or wedged in its fins for a crude measurement.

The Corsair Commander is a similar device, but I can't speak to whether it can run without Windows or their software.

Other folx may be able to recommend specific custom/Arduino devices that accomplish the same thing, but I found the Quadro to be a pretty easy + cost-effective solution. Tiny enough to tuck away, if you don't like the look of it. ✌️

"Coolness" is hard to give suggestions on just because what looks good to you or I may look terrible to your son. The list I linked below has the case, PSU, and water cooler that I think are decent. That'll come to 250. Like I said, the case may be subjective; I picked one that has some Corsair RGB fans built in that looks kinda nice and has some decent reviews, although you may choose to look elsewhere. There are a TON of <$100 RGB cases. I've included a H60 water cooler for your 2600 which should be adequate for a moderate OC on a budget. It runs decently quiet and should easily fit any case. Corsair water coolers are of great quality, generally, although you can also look at Noctua or Coolermaster, etc.

Some tips: if you want RGB, Corsair is the way to go. They will charge a hefty premium for their fans, strips and controllers, but they are of great quality and all are guaranteed to work together worry free. Now, if you want to control the RGB on that case I linked, for example, you'll need an RGB controller to do so. Thankfully, Corsair makes one that works with its proprietary iCUE software and makes things very easy - the software is available on Windows and allows you to customize the colour and effects and works with all Corsair peripherals. I'll link the piece I'm referring to below as you won't find it on PCPP:

Yeah that's the only 3pin/ARGB header. Yeah they are different, I'd much rather have a 3 pin extension bc I don't know how well the 3pin/4pin adapter would work.

A big issue for this is my rgb strip is pre-installed in my distribution block i'm using for my watercooling build. So i cant just trade it out with another strip. It's like stuck inside there.

I should also add I already have this rgb and fan controller, so I don't want to get another one.

I would get that over say anything NZXT as I HATE CAM (software) - but that is a personal grudge..

Most modern motherboards today support RGB fan controls. Corsair makes it easier to control RGB even on an older motherboard that doesn't normally support RGB without workarounds (USB header / rgb fan manufacturer software controls). I believe you can connect it to a USB header and all you would need is Corsair Link (old) / Corsair iCUE (new) to control the RGB.

It is a bit of a pain, in that respect. I believe other RGB setups like NXZT and the like all have proprietary connectors on them.

A small thing you may want to add is a fan controller. It's nice to not have to run splitters to power several case fans off of one header and try to draw more power than it can safely provide. If you don't want to spend the money for the Corsair Commander Pro there are cheaper options like the the Phanteks Universal Fan Controller

I just realized something important you may want. You may want a Corsair RGB controller. It is something that you can plug all the RGB components into in order to sync the colors all up and control them all using software on your computer

When installing the H100i, it comes with a RGB splitter that plugs into the pump/CPU block, so no need to plug RGB in hub. However, you do need to plug the fans in the hub.

It does take a bit of work, but it's definitely worth it in the end.

My fractal define r6 actually came with one built in so I didn't have to buy one. The other commenter here gave you one recommendation - Corsair makes the Commander Pro but it's expensive because it's also the LED controller from what I can tell.

The one that came with my case was basically this. A no frills adapter that runs off SATA power and uses one mobo header. Mine is hidden under the mobo tray and all my wires are routed back there. The Corsair LED stuff is a rats nest of cabling. I've also got 4xHD140s, 2x HD120s, 2xLL140s, and 4x LED strips running off of two Node Pros so it's a nightmare to cable manage. You kind of give up fewer wires as soon as you go RGB. This is what mine looks like. The AIO tubes still need cleaned up as they're messy, but cabling is not terrible.

It's called LED RGB lighting. It can cost a LOT of Money, or very little depending on how crazy you want to go.

However, many parts can be purchased with RGB lighting, such as RAM, Motherboards (MOBOs), and Graphics cards can have RGB. There are even a couple SSDs. The problem here is that most low end or value oriented parts don't have RGB lighting. You usually have to pay more and buy higher end parts to get included RGB. That is not always the case, but RGB will almost always cost more.

Also, there are two kinds of RGB, 12v non addressable, and 5v addressable. 12V simply lights up, you can sometimes change color with an included remote. 5v addressable allows you to use software to change your RGB. This is very important when buying parts. Most budget MOBOs only have a connector for 12V RGB. Midrange and high end MOBOs can have both connectors, but you need to go look at the MOBOs specifications page at the MOBOs website. One common problem is the Phanteks P300 budget case (looks cool, awful thermal performance) needs a 5v RGB connector, but most people buying a case in that price range are also buying lower end Motherboards, most of which don't have a 5v connector. It has led to a lot of complaints because people don't realize the difference in RGB headers.

The next problem is that MOBOs only have a couple a RGB connectors. Even at the high end, most only have 4 connectors, typically 2 5v and 2 12v. This means that if you were to go all out on RGB like I have, your MOBO would need 11 connectors. So now I need an RGB device, Fan controller, and/or splitter cable like the corsair commander pro and the Corsair Lighting Node Pro

Here is an example from my current system, and the money I spent, to show you how quickly the costs for RGB parts can skyrocket. Later on I will suggest some cost effective lighting below:

1 Corsair Vengeance RGB PRO Light Enhancement Kit. This is fake RGB Dummy RAM designed to look like real RAM. I use this to fill up those ugly empty Ram Slots. $40
1 Corsair Commander PRO Fan Controller. Even high end motherboards don't have enough fan headers for 9 fans , so I had to buy this. It also gives me 2 extra 5v slots. I paid $60.
1 Corsair lighting Node Pro Specifically for the addressable RGB lighting strips. $50 and I never used it. I need to install the strips but I have been very lazy.

Parts that I bought with RGB lighting as an added bonus.

G.Skill TridentZ RGB DDR4-3600 RAM. This was high end Samsung B-die ram. At the time I bought this, the cheapest non RGB B-die kit was $30 cheaper.
2 Team RGB SSDs, the 5v addressable variety. They also make a 12v non-addressable. I chose the 5V because the Corsair Lighting node is a 5v RGB Device so they could be plugged into it. These were about $10-15 more then comparable SSDs.

Right there we are looking a $500 for a high end, all out RGB build. You will notice that almost all my products come from Corsair, or can sync with it. This is because there is no standard for RGB lighting, and many manufacturers design their specific systems to work mainly with their own software. They will still light up, but the lighting patterns won't sync with other manufacturers.

By now you are probably horrified at the cost of my setup, so here are some cost effective solutions. Just because they are on this list does not mean they are good or necessarily have my recommendation. Many of these parts were chose cause they were the first thing to appear when I looked this stuff up that had reasonable user reviews:

Cheap Chinese no Sync RGB Fans There are bunch of cheap chinese RGB fans that come with a Remote and little box. I have no idea what RGB this uses, supposedly it uses 5v but with a 4 pin connector, which is weird cause most 5v connectors are 3 pin. I would be very careful about plugging in anything besides these fans to this thing's controller. You could fry your system if you plug in a strip that isn't designed for it.

A 5 Fan 12v KIT These need an open 12V RGB port on your motherboard.

Cheap 5v and 12v RGB strips. There are probably even cheaper options, but these were the first that showed up on amazon.

Corsair Vengeance RGB PRO Light Enhancement Kit This thing hides ugly empty Ram slots. It looks really good in build.

Another Common way to add RGB is by buying parts with RGB:

Team RGB SSD in 5v and 12v flavors, make sure you buy the right one. Most of these appear to be currently out of stock, I hope they haven't gone out of production. That sucks cause I was planing to buy 2 more. I paid 110 for 1TB Drive, and 50 for 250 GB. Be warned the Kingston HyperX Fury RGB SSD is hot garbage, DO NOT BUY. It uses 75 leds on the same internal part as the memory chip so has massive overheating issues. The Team has 8 LEDs on a different part and is brighter. However, this M2 RGB SSD exists. No idea if it is good or not, but XPG is ADATA and ADATA is a legit brand.

RGB RAM:
There are a ton of RGB RAMs of all price points. You can get really good deals on RGB ram if you pay attention or know where to look such as at ADATA's official store at Rakuten.

Buy a Graphics card or Motherboard with built in RGB lighting. These typically are mid range or higher end parts, but some lower end GPUs can have RGB also.

Finally, you may need a splitter device. Here are a couple in 12v and 5v a quick search on amazon pulled up, no idea if they are good or not.

Then you probably have to get a fan hub with rgb header like this one.
There are also cheaper versions but i have no experience with any of them.

I’m pretty sure the Corsair Commander Pro uses the USB 2.0 port. Any fan works with the fan headers, but the rgb control only works with iCue compatible fans.

The nzxt h500i uses a USB 2.0 controller as well.

There are also fan hubs like this that go right into the fan header on the motherboard, they act as just a splitter rather than a controller.
These ones are cheeper.

Forget what I just said. The lighting node pro doesn't seem to come with the hub unless you buy the kit that has fans too. The LNP and hub separately are only $10 less than the corsair commander pro which is the controller, fan hub w/ speed controller, temp sensors and 2 extra USB headers in 1 box. Definitely worth the upgrade.

Will ONE Commander PRO Smart RGB Lighting and Fan Speed Controller be able to support NINE LL120 fans by itself if the mobo has one RGB header?

I know it can do 6 fans no problems but how about nine?

For whatever it's worth, I agree with your roommate. If you're looking to use Corsair RGB fans, then investing in a Commander Pro only makes sense. The Commander provides power for all of your fans, superior fan control, and control over all of your RGB in a coordinated manner.
