The GT 1050 is on the hard lower limit for games like GTA, but it will be playable. The cpu is fine, it is a real quad core. Bdget case and psu, the psu will be fine since your energy usage will be quiet low. If you add another 8GB ram stick later the cpu will gain a performance boost from the dual channel memory. If you see a good offer you can also start with 2x4GB, as long as you get motherboard with 4 ramslots. The budget does not really allow considering things like color.
