Depending on your needs you can't go too far wrong just grabbing an Intel Nuc (amazon link). Memory and drive not included (+~$200).

If you don't mind paying the windows surcharge just rolling into costco and picking up a cheap box-o-desktop would work as well.

I loaded Mint Linux onto a ~$400 HP Pavilion from costco a few weekends ago for a friend and it works great.

Edit: Reviews of the NUC that have linux installs (and Mavericks MacOS ?!). The last is intriguing. I may have to take my own advice and grab one just to fiddle with that. Tri-booting Linux, OS X and Windows would be neat.

This may be a bit more than you are prepared to spend, but I recently bought one of these. You also have to buy RAM, an SSD and a wireless card, which just adds to the cost.

I bought this to use it as a replacement for my WDTV and have it running Ubuntu with XBMC. I also wanted to have something that I could run VMs - using these to host database and web servers.

As I say, this might be excessive if you just need something to replace your WDTV. But, if like me, you want something that does a bit more, then it might be a good option.

You might also want to take a look at /r/cordcutters and /r/xbmc.

Something like the i3 NUC http://www.amazon.com/dp/B0093LINT2/ could be good for him! The Celeron version is about $150. Either way, you can boot off a good thumb drive for XBMCbuntu. I have not done this, but I have read about it. They are awesome small units that can be discretely hidden. You'll need to hardwire or install wifi I believe...

Edit: I use the i3 unit in my bedroom mounted to the wall behind the TV.

They are plug and play! And yet powerfull enough for even 4k video streaming. While they are small, nice, and loudless. Perfect choice for htpcs.
This specific model don't have a hdmi 2.0 port. You'll want that, if you want to have 4k functionality. But you should have gotten my point what I am trying to say :)

Can you find one in stock at that price? Amazon has them sold out for a month an half and any other vendor has them jacked up the price.

Also, there are more than one older model that doesn't come with ethernet, the next two cheapest don't. After that you're looking at over $250 for just the NUC not including ram etc.

With this build You'd have a Nice i3, the 8GB of DDR3 RAM, a Reliable SSD, and windows! Not to mention a really small form factor, low noise/power consumption and HDMI and Thunderbolt ports!

PS: If he needs a CD/DVD Writer/Reader, he can choose from either this brand or the Samsung one. They work through USB

Quick Search found NUC with thunderbolt. Downside is its last gen NUC with only i3. I'm not knowledgeable enough on that to know if it will handle what you're wanting. If you have to have that form factor with thunderbolt and something higher than the i3 you may have to get the Mac Mini. Why not USB 3.0 though?
