It's varied, but here's stuff I've seen:

-your net worth (liquid assets, other properties, your salary)
-experience with rental properties (management, ownership, etc.)
-credit score

If you don't have a lot of cash, you should get a partner(s). I really recommend a book by Gary Rapport: http://www.amazon.com/Investing-Properties-Structuring-Partnerships-Appreciation/dp/1582680930

He started with nothing and has assets in the hundreds of millions. It was all through partnerships. Good luck!
