Honestly, just find a CPU that can manage at least 64 PCIe lanes, and get yourself some of these: https://www.amazon.com/iStarUSA-PCIe-x16-Riser-Card/dp/B00BMFSL9E or something similar. PCIe is a network, not a bus system, so this is pretty much plug and play, this works like a router/switch to split the x16 bandwidth to 2 x8 devices. Get 4 of those, and a motherboard/cpu combo that has 4 PCIe Gen 3 x16 slots and you're golden. No special software needed.
